Mine Falls Park Advisory Committee June 2, 2014 Item Topic Lead Discussion / Conclusions 1. Call to Order Greg Andruskevich Call to Order: 6:58pm Attendees: Pam Anderson, Greg Andruskevich, Dick Gillespie, Ed Moran, Joshua Segal, Mark Soucy, Peter Testa, Nick Caggiano, Nick Serpa Greeting of guests: Todd Guay, Jared Barbosa Period for public comment: Jared Barbosa was introduced as the new head of the Soccer association and looks forward to maintaining a good relationship with the committee. 2. Park/Rec. Nick Caggiano Signage: All new signage has been installed with the exception of the map at Whipple St. entrance. This was damaged and a replacement is on order. (Nick Serpa expressed concern about the Lincoln Park Information center may be leaning) Boardwalk update: A Pre-construction meeting was held on 6/2/14 with 6 firms attending. They walked the sight and discussed logistics and were made aware of all permitting & applications that are required. Design is estimated between $30k-$40k. Design bids are due back by 6/12/14, these are estimated to be reviewed by BPW in June, then Finance to follow. Construction could realistically start in the fall. Canal Clean-up: Started 5/27/14. They are more than half done at this point. There was a lot of sunken logs not seen in the initial mapping, this has caused the PO to be increased by approximately $8500.00 Legacy Playground: Mine Falls Park is not on the list of potential sites. Picnic table sites: 2 picnic tables available. Committee agreed to place one at 90B and at Lincoln Park entrance. Spine Road Flooding: The beaver dam in the Cove was partially dismantled and 1 occupant was relocated. The dam was rebuilt. The Waste Water department will dismantle a portion of the dam again to avoid a deluge from the water being held back currently. The Waste Water department will monitor the area and continue dismantling as needed. Additional beavers may need to be relocated. Sculpture siting: Nick decided the Gatehouse was not an appropriate location for any sculpture. Nick C. & Greg A met with the sculptor & her interpreter to discuss alternate locations. Final placement is near the 7th street bridge and the sculpture also functions as a bench. Spine Road and Gate City Fence entrances available when Parkway opens: Nick has no information on this nor has heard of any access blockage. Other: Gator utility vehicle has been delivered. Metro PCS has cancelled its cell tower occupation as of 6/30/14. This will reduce annual cell tower fund by approximately $35k Park & Rec crew removed dead branches hanging over the trail near the Whipple St. bridge. Chairman’s Notes Greg Andruskevich - Asked Peter to speak about the teacher of the year winner & her involvement with getting students to actively volunteer in Mine Falls Park. - Announced committee member Kim Crider will be the guest speaker at the Nashua Lodge of Elks annual Flag Day services at 5 p.m. on Sunday, June 8. - Great turnout at the Gatehouse during the DPW day. - Observing canal-cleanup with Kohl corporation. They are doing a very thorough job and are removing additional sunken logs that were not seen in the initial mapping. The area between 6Y-7Y is now a nice flat clearing and would be a good spot for planting grass & possibly a bench. Dick G. expressed concern about the removed logs currently lying next to the trail and can be a hazard. Nick C. stated these will be either chipped or cut up and thrown into the woods at trail side after the removal is complete. 4. Old Business All By-law revisions: Dick G has been reviewing the current committee By-Laws. As of the meeting time there were a couple recommendations. - Set a top limit on the number of committee members allowed. (11?) - Remove statement regarding electing directors and/or consultants as the committee would have no need for this. - Remove statement regarding a ¾ vote to remove officers or members. Removal can only be done by the Mayor. - Mark S. suggested adding spots for ‘alternate’ members. Alternate members can attend meetings & voice opinions but wouldn’t be allowed to vote unless need to fulfill a quorum. 5. Mark will assist after registration - Kim will clean N. Second St. entrance & area. 6. Other All Future project: 7th Street stairway repair. Earth is eroding out from under the treads. Dick, Joshua & Nick S. will meet at the site to discuss possible repair options. - Nick S. stated we should be better communicating with the Gate City Striders for more exposure to trail days and getting those runners to volunteer more often. - Dick mentioned there are a number of invasive species of weeds prevalent in the park. One is Garlic Mustard near Whipple St. area. This can be easily removed by pulling at the base of the weed.
