Attendees: Pam Anderson, Greg Andruskevich, Dick Gillespie, Ed Moran, Joshua Segal,
Mark Soucy, Nick Caggiano, Brian Edwards
Greeting of guests: Peter Holden, Principal, Holden Engineering.
Period for public comment: None.
2. Park/Rec. Nick Caggiano - Red Trail erosion: Peter Holden of Holden Engineering presented preliminary design
of the ‘Stream Bank Maintenance project MFPAC approved for the red trail to address
serious erosion issues.
Peter spoke of their points of consideration:
* Initial design is approximately 80% complete, there are 3 potential layouts, Red,
yellow & blue. Diagrams were provided to the committee, these are included at the end
of the minutes. Approximately 250 feet long with two ‘bumpouts’, galvanized support
structure, pressure treated decking & railings. Conservative Engineer estimate of $100k-
$120k. Actual costs won’t be known until bidding is open.
* Minimize tree removal. ‘Boardwalk’ will meander along existing trail and elevation.
*Minimize visual impact. Support structure is designed to blend into the surrounding
landscape.
* Base piers will be installed first, then top soil will be spread to clean up the work area.
After the decking is installed & completed vegetation will be planted. The vegetation
will be of existing varieties. Dick Gillespie stated we can work with the City landscape
designer for recommendations as well.
* Current erosion prevention will be left in place unless it interferes with pier
placement.
* Shoreline permitting is required and can take 45-60 days.
* Committee recommended a third ‘bumpout’ be added near the west end.
* Josh Segal motioned to approve the ‘red’ design with the addition of a third bumpout.

- Cell Tower: City attorney is in negotiations with carriers. The new tower will provide
space for one or two additional carriers. Finance committee has approved the new
tower. Spring 2015 estimate for construction.
- Lowering level of canal: No information as this is a Broad Street Parkway action.
- Canal Herbicide treatment: Complete with positive results. Company will follow up in
September as to next years recommended action for another application or to skip a
year & re-evaluate in 2016.
- Spine Rd. flooding: A 50 foot section of the beaver dam has been removed. 5 beavers
have been trapped & relocated to date.
- Church of Nazerene bridge painting: This was rained out. Small bridges are complete.
Interns to pick up/continue painting large bridges.
- Picnic tables: No action taken.
- Intern Report, Mark Soucy: Picked up trash throughout the park, cleaned soccer field
bathrooms, cleaned 7th street entrance, continuing paint work at Lincoln Park bridge.
Stated the softball fields at Lincoln park continue to be a mess with litter & beer cans.
3. Vice Chair Notes Dick Gillespie - Canal clean up: Dick asked Nick for his take on this. Nick stated it was an overall
success with minimal disturbances. The additional work equaled to about a day & a
half that wasn’t part of the original contract. The contract was increased via change
order to accommodate this. Dick stated this work should be done every three to four
years as routine maintenance and would like to see the rest of the canal clean up
sooner than later. Nick suggested we (committee) should start a spread sheet to note
all trees that are currently left with locations as well as any trees that may end up in
the canal in the future. This will make the scope of work for clean up easier in the
future.

6. Other All - Trail Day Activities:
12 students expected.
Pam Anderson will be at the Gatehouse.
Whipple St entrance needs cleaning; Nick will contact soccer league president for
assistance.
Canal edges could use attention to remove debris stirred up by tree removal.
North 2nd St. entrance needs cleaning
Lay gravel around new sculpture in the 7th St. entrance area.
