MINUTES OF THE REGULAR MEETING OF THE COMMISSIONERS OF THE NASHUA HOUSING AUTHORITY HELD JANUARY 15, 2010 The Commissioners of the Nashua Housing Authority (NHA) held its regular meeting at the office of the Nashua Housing Authority, 40 East Pearl Street, First Floor, Nashua, New Hampshire, at 8:30 a.m. on Friday, January 15, 2010. Chairperson Paul Deschenes called the meeting to order, and the Recording Secretary called the roll at approximately 8:45 a.m. with the following responses: Present Absent James Tollner (unavoidably detained/tardy) Thomas Monahan Selma Pastor Eric Wilson Paul Deschenes Mr. Monahan called to say he would be out of town and unable to attend the meeting. The following persons were also present: Alderman Lori Wilshire, Aldermanic Liaison; George Robinson, Executive Director; Lynn Censabella, Assistant Executive Director; Property Managers, Jim Floras and Cheryl Hobbs; Jim Tarosky, Finance Manager; Scott Costa, Section 8 Program Manager; and Lisa Cox, Recording Secretary. MINUTES: The Chairperson entertained a motion to waive the reading of the Authority's December 18, 2009 regular meeting minutes, to accept them and place them on file. Mrs. Pastor made the motion, and Mr. Wilson seconded the motion. The Chairperson asked if there were any comments, additions/deletions, corrections, or discussion. There being none, the motion carried unanimously. COMMUNICATIONS: The Chairperson entertained a motion to waive the reading of the Communications, accept them, and place them on file. Mr. Wilson made the motion, and Mrs. Pastor seconded the motion. The Communications were as follows: Monthly Operational Reports - December 2009 - consisting of Public Housing and Section 8 Waiting List Report; Vacancy Report; Vacancy Report Compilation Sheet; Work Order Report; and Rent Collections Report. The Chairperson asked if there was any discussion. Mr. Robinson commended the staff for doing a great job last month filling vacancies. There being no discussion, the motion to waive the reading of the Communications, accept them, and place them on file carried unanimously. EXECUTIVE DIRECTOR'S REPORT: Mr. Robinson said Happy New Year, and he hopes everyone enjoyed the holiday season. Mr. Robinson informed the Board December was another quiet month in all of the Authority's operations. A great deal of time was taken up updating applicants for both the Public Housing and Section 8 Programs. NHA is about to experience an unusual event, in fact, Mr. Robinson said he thinks this is a first for the Housing Authority. The Public Housing one-bedroom elderly waiting list has only a few Nashua residents remaining on it. The NHA will begin offering Public Housing units to applicants who do not live or work in Nashua. Overall, the elderly waiting list has about 100 applicants on it. In the near future, NHA will be soliciting applications from people who live and/or work in Nashua. Mr. Robinson said he is hoping this will generate some local interest. Mr. Wilson suggested including information about this in the Authority's newsletter. NHA is soliciting new service contracts for fee accountant and pest management services as well as the kitchen replacement at Temple Street Manor and 100 Major Drive. The Arel Manor window replacement job is moving slowly. At the job meeting last week, NHA requested the contractor, Engelwood Construction, to supply an updated schedule and to request another extension of time. Mr. Robinson said he is not considering approving the extension of time unless some real progress is made to install the windows. The contractor believes all windows will be installed by the end of January with interior trim being completed by mid-February. Mr. Robinson informed the Board a check for Engelwood Construction is listed on the list of bills to be paid. He said the check will not be released until the end of the month and substantial progress is achieved. Planning has begun for the Sullivan Terrace South cladding job. The contractor, D. L. King & Associates, is performing some exploratory work on the building. Mr. Robinson said he expects to have some mock-ups of the building for the Board of Commissioners to consider in reference to siding colors, textures, etc. The window colors will be selected as a complement to the siding accent color. Mary Cooney, Assistant (Facilities Management) resigned, and Adele Evinson, former Property Manager, applied for and was selected to fill this position. Cheryl Hobbs, former Assistant (Property Management), applied for and was promoted to the Property Manager's position. The Chairperson entertained a motion to accept the Executive Director's Report. Mr. Wilson made the motion to accept the Executive Director's Report, and Mrs. Pastor seconded the motion. The Chairperson asked if there were any questions. There being no discussion, the motion carried unanimously. NEW BUSINESS: RESOLUTION NO. 10-2131 BY THE NASHUA HOUSING AUTHORITY AWARDING A ONE-YEAR CONTRACT BEGINNING FEBRUARY 1, 2010 AND ENDING JANUARY 31, 2011 WITH THE OPTION TO RENEW FOR AN ADDITIONAL ONE-YEAR TERM BEGINNING FEBRUARY 1, 2011 AND ENDING JANUARY 31, 2012 FOR THE INTEGRATED PEST MANAGEMENT PROGRAM TO THE TERMINIX INTERNATIONAL COMPANY, LP, 855 RIDGE LAKE BOULEVARD, MEMPHIS, TN 08120 AT A TOTAL CONTRACTCOST OF $15,216 FOR YEAR ONE AND $15,792 FOR YEAR TWO UNDER THE PUBLIC HOUSING OPERATING BUDGET AND $384 FOR YEAR ONE AND $420 FOR YEAR TWO UNDER THE PARK VIEW APARTMENTS BUDGET The Chairperson entertained a motion to approve Resolution No. 10-2131. Mr. Wilson made the motion, and Mrs. Pastor seconded it. The Chairperson asked if there was any discussion. RESOLUTION NO. 10-2132 BY THE NASHUA HOUSING AUTHORITY AWARDING A CONTRACT FOR THE KITCHEN MODERNIZATION AT NH 2-11, TEMPLE STREET MANOR, AND NH 2-13, 100 MAJOR DRIVE, TO JARR MANAGEMENT, INC., 2424 NORTH BELFAST AVENUE, AUGUSTA, ME 04330 AT A TOTAL CONTRACT COST OF $260,150 UNDER THE CAPITAL FUND PROGRAM (CFP) 501-09 BUDGET The Chairperson entertained a motion to approve Resolution No. 10-2132. Mr. Wilson made the motion, and Mrs. Pastor seconded it. The Chairperson asked if there was any discussion. Mr. Robinson said the Architect checked JARR Management's references, and they came back favorable. RESOLUTION NO. 10-2133 BY THE NASHUA HOUSING AUTHORITY AWARDING A CONTRACT FOR FEE ACCOUNTANT SERVICES TO JOHN D. MAROTTO, CPA, 122 LEXINGTON STREET, WOBURN, MA 01801 AT A TOTAL CONTRACT COST OF $51,600 FOR A TWO-YEAR TERM BEGINNING FEBRUARY 1, 2010 AND ENDING JANUARY 31, 2012 UNDER THE PUBLIC HOUSING OPERATING BUDGET The Chairperson entertained a motion to approve Resolution No. 10-2132. Mr. Wilson made the motion, and Mrs. Pastor seconded it. The Chairperson asked if there was any discussion. There being no discussion, the Recording Secretary called the roll with the following responses: AYES NAYS Selma Pastor Eric Wilson Paul Deschenes Motion carried unanimously. BILLS/INVESTMENTS: The Chairperson called for a motion to pay the bills as listed on the Cash Disbursement List - check numbers 44535 through 44597 and from the Supplemental Cash Disbursement List - check numbers 44598 through 44668 and from the Park View Apartments Cash Disbursement List - check numbers 4247 through 4255 and to approve the Investments as listed. Mrs. Pastor made the motion, and Mr. Wilson seconded it. The Chairperson asked if there was any discussion. Mr. Wilson commented on the cost to obtain State of New Hampshire Criminal Records ($1,300). Mr. Robinson informed the Board of Commissioners that housing authorities have discussed funding a position at a local police department to do all criminal records checks through NCIC, which is what HUD intended many years ago. The Department of Justice would not give housing authorities access to NCIC. There being no further discussion, the motion to pay the bills and approve the investments as listed carried. COMMISSIONERS' COMMENTS: None this month. ANY OTHER BUSINESS WHICH MAY COME BEFORE THE BOARD None this month. ADJOURNMENT: The Chairperson entertained a motion to adjourn.
