MINUTES OF THE REGULAR MEETING
OF THE COMMISSIONERS OF THE
NASHUA HOUSING AUTHORITY HELD
MARCH 19, 2010
The Commissioners of the Nashua Housing Authority (NHA) held its regular meeting
at the office of the Nashua Housing Authority, 40 East Pearl Street, First Floor,
Nashua, New Hampshire, at 8:30 a.m. on Friday, March 19, 2010.
Chairperson Paul Deschenes called the meeting to order, and the Recording Secretary
called the roll at approximately 8:30 a.m. with the following responses:

Mr. Monahan and Mr. Tollner called to say they would be out of town and unable to
attend the meeting.
The following persons were also present: Jerry Anderson, Northern Architectural
Design Group; George Robinson, Executive Director; Lynn Censabella, Assistant Executive
Director; Jim Tarosky, Finance Manager, Jim Floras, Property Manager; Lisa Cox,
Recording Secretary.
MINUTES:
The Chairperson entertained a motion to waive the reading of the Authority's
February 19, 2010 regular meeting minutes, to accept them and place them on file.
Mr. Wilson made the motion, and Mrs. Pastor seconded the motion. The Chairperson
asked if there were any comments, additions/deletions, corrections, or discussion. There
being none, the motion carried unanimously.
Jerry Anderson, Northern Architectural Design Group, presented color samples and
mock-ups of the Sullivan Terrace South siding materials and windows for the Board
members to see. Mr. Anderson gave a brief presentation and satisfactorily answered
questions asked by the Board. The Board members said they like the color selections.
Mr. Anderson left the meeting at approximately 8:45 a.m.
Mr. Robinson said the job should begin at the beginning of May 2010.
COMMUNICATIONS:
The Chairperson entertained a motion to waive the reading of the Communications,
accept them, and place them on file. Mrs. Pastor made the motion, and Mr. Wilson
seconded the motion. The Communications were as follows: Monthly Operational Reports
- February 2010 - consisting of Public Housing and Section 8 Waiting List Report; Vacancy
Report; Vacancy Report Compilation Sheet; Work Order Report; and Rent Collections
Report; letter from HUD dated February 16, 2010 to Mr. Robinson in reference to Capital
Fund Recovery Grant NH36S00250109 - Congratulations on Meeting the March 17, 2010
Obligation Deadline.
The Chairperson asked if there was any discussion. Mr. Robinson commended staff for
filling vacancies in a timely manner. There being no discussion, the motion to waive the
reading of the Communications, accept them, and place them on file carried unanimously.
EXECUTIVE DIRECTOR'S REPORT:
Mr. Robinson informed the Board the NHA's programs ran smoothly during the month of
February. He said NHA is deeply involved in cleaning up some construction work and
seeking bids for other work.
Mr. Robinson believes the Housing Authority is on the right track finishing the window
replacement job at its Arel Manor development. He said the residents will be pleased when
the work is completed. The residents are very happy with the new windows, but all of the
windows have punch list items, which need to be finished. All apartment windows have
been installed at Arel Manor. Apartment windows will be trimmed off on Monday, March 22,
and the painting and caulking will begin on Monday as well. The workers have been very
cooperative and are doing a good job.
The Sullivan Terrace South re-cladding job is in the planning stages. NHA and Architect
Jerry Anderson of Northern Architectural Design Group have been meeting with the
contractor, D. L. King and Associates, each week. The original metal panel the Architect
and NHA planned to use proved not to be cost effective. The sales representative told the
NHA it could select from any of the standard colors. During the meetings for this work, the
contractor told the NHA the manufacturer wanted an additional $109,000 for the colors
being considered. NHA sought alternative metal panels.
The kitchen modernization at both Temple Street Manor and 100 Major Drive began on
March 15, 2010. The contractor, JARR Management, Inc., expects to be completed in six
to eight weeks. To date, a sample kitchen was completed as well as the Community Room
kitchen and kitchens in two handicapped accessible units. Mr. Robinson said the kitchens
look very nice, and he asked the Board members to let him know if they would like to see a
completed kitchen.
The NHA's fiscal audit is scheduled to begin on Monday, March 22, 2010 and should be
completed by the end of the week.
The Chairperson entertained a motion to accept the Executive Director's Report.
Mrs. Pastor made the motion to accept the Executive Director's Report, and Mr. Wilson
seconded the motion. The Chairperson asked if there were any questions. There being no
discussion, the motion carried unanimously.
NEW BUSINESS:
RESOLUTION NO. 10-2137
BY THE NASHUA HOUSING AUTHORITY
AWARDING A TWO-YEAR CONTRACT, BEGINNING APRIL 1, 2010
AND ENDING MARCH 31, 2012, FOR WINDOW AND SCREEN REPAIR AND
REPLACEMENT TO MOLITERNO, INC., 15 CANAL STREET,
PEPPERELL, MA 01463 AT A PER-REPAIR COST, AS SPECIFIED ON
THE FORM OF BID, UNDER THE PUBLIC HOUSING OPERATING BUDGET
The Chairperson entertained a motion to approve Resolution No. 10-2137. Mr. Wilson
made the motion, and Mrs. Pastor seconded it. The Chairperson asked if there was any
discussion. There being no discussion, the Recording Secretary called the roll with the
following responses:

RESOLUTION NO. 10-2138
BY THE NASHUA HOUSING AUTHORITY AWARDING A

TEMPLE STREET MANOR, AND NH 2-13,100 MAJOR DRIVE, TO
JAMES J. WELCH & CO., INC., 27 CONGRESS STREET, SUITE 513,
SALEM, MA 01970 AT A TOTAL CONTRACT COST OF $303,018
UNDER THE CAPITAL FUND PROGRAM (CFP) 501-09 BUDGET
The Chairperson entertained a motion to approve Resolution No. 10-2138.
Mrs. Pastor made the motion, and Mr. Wilson seconded it. The Chairperson asked if there
was any discussion. Questions asked by the Board were satisfactorily answered by
Mr. Robinson. There being no further discussion, the Recording Secretary called the roll
with the following responses:

BILLS/INVESTMENTS:
The Chairperson called for a motion to pay the bills as listed on the Cash Disbursement
List - check numbers 44832 through 44907 and from the Supplemental Cash Disbursement
List - check numbers 44908 through 44971 and from the Park View Apartments Cash
Disbursement List - check numbers 4268 through 4276 and to approve the Investments as
listed. Mrs. Pastor made the motion, and Mr. Wilson seconded it. The Chairperson asked if
there was any discussion. There being no discussion, the motion to pay the bills and
approve the investments as listed carried.

ADJOURNMENT:
The Chairperson entertained a motion to adjourn. Mr. Wilson moved to adjourn, and
Mrs. Pastor seconded the motion. The motion carried. The meeting adjourned at
approximately 9 a.m.
