MINUTES OF THE REGULAR MEETING
OF THE COMMISSIONERS OF THE
NASHUA HOUSING AUTHORITY HELD
MAY 21, 2010
The Commissioners of the Nashua Housing Authority (NHA) held its regular meeting
at the office of the Nashua Housing Authority, 40 East Pearl Street, First Floor,
Nashua, New Hampshire, at 8:30 a.m. on Friday, May 21, 2010.
Chairperson Paul Deschenes called the meeting to order, and the Recording Secretary
called the roll at approximately 8:30 a.m. with the following responses:

Mr. Robinson said Mr. Monahan called to say he was unable to attend the meeting.
Mr. Wilson also called to say he would be tardy. The following persons were also present:
Lori Wilshire, Aldermanic Liaison; George Robinson, Executive Director;
Lynn Censabella, Assistant Executive Director; Jim Tarosky, Finance Manager; Property
Managers, Jim Floras and Cheryl Hobbs; and Lisa Cox, Recording Secretary.
MINUTES:
The Chairperson entertained a motion to waive the reading of the Authority's
April 16, 2010 regular meeting and Nashua Affordable Housing Corporation annual meeting
minutes, to accept them and place them on file. Mrs. Pastor made the motion, and
Mr. Tollner seconded the motion. The Chairperson asked if there were any comments,
additions/deletions, corrections, or discussion. There being none, the motion carried
unanimously.
COMMUNICATIONS:
The Chairperson entertained a motion to waive the reading of the Communications,
accept them, and place them on file. Mrs. Pastor made the motion, and Mr. Tollner
seconded the motion. The Communications were as follows: Monthly Operational Reports

Report; updated After-hours Telephone Listing; memorandum to the Board of
Commissioners from Mr. Robinson dated May 13, 2010 in reference to Health Insurance;
memorandum to the Board of Commissioners from Mr. Robinson dated May 13, 2010 in
reference to Girls Inc.; updated Development Sheet; letter dated May 20, 2010 from
Warrenstreet Architects about the Arel Manor Window Replacement; letter of retirement
from Mr. Robinson dated May 19, 2010.
The Chairperson asked if there was any discussion. Board members and Mr. Robinson
discussed the letter from Girls Inc. Board approved the lease extension as prescribed by
Mr. Robinson. Mr. Robinson clarified the NHA did not offer Warrenstreet Architects $2,500,
the NHA offered to speak to the Board of Commissioners about the $2,500. Mr. Robinson
explained the Architect incurred a lot of extra costs on this job - the original completion date
for the Arel window replacement job was November 28, 2009. The window replacement job
is complete, and the painters are painting decks and walls. There being no further
discussion, the motion to waive the reading of the Communications, accept them, and place
them on file carried unanimously.
EXECUTIVE DIRECTOR'S REPORT:
Mr. Robinson said April was a peachy keen month. Winter ended and spring sprung.
Mr. Robinson informed the Board the kitchens at Temple Street Manor are complete.
He said the kitchens look great, and the residents seem to be happy with them.
The exhaust fan work at Temple Street Manor was not completed. This work is
scheduled to be finished by the end of the month. Check number 45311 (JARR
Management) on the list of bills to be paid does not represent final payment. NHA is
retaining more than $25,000 to ensure the job is completed. This check, if approved, will
not be released until the end of the month.
The bathroom replacement job at Temple Street Manor and 100 Major Drive is
scheduled to begin during the first week of June. The contractor, James J. Welch &
Company, is compiling its stock and arranging its subcontractors to begin the work.
The Sullivan Terrace South worksite is beginning to show signs of life. The lift is
installed at the rear of the building, and about 40 percent of the exterior siding has been
removed. The windows and new siding are scheduled to be delivered during the second
week of June. Mr. Robinson said he is anxious to see the windows and the siding installed.
The? Authority's residents have been verv cooperative.
The Park View Apartments audit has arrived. Mr. Robinson said he would mail it to the
Commissioners as soon as he has read it. There were no issues identified.
Mr. Robinson is awaiting the Housing Authority's audit. He said the NHA is pushing the
auditor as much as possible for the draft and final audit.
The NHA was successful in the court case where a Section 8 landlord accepted side
payments of rent from a program participant. After the allotted waiting time, the landlord did
not pay the judgment. Mr. Robinson explained he had Attorney Gormiey file with the court
to attach the home. The landlord paid Attorney Gormiey. Mr. Robinson said when the
money is received from Attorney Gormiey he will forward the documentation to the
Commissioners.
The Chairperson asked if there were any questions. Mr. Tollner asked if the NHA goes
after attorney fees in court cases. Mr. Robinson said the NHA sought the attorney fees;
however, it was not granted as part of the judgment. The Authority did receive court costs
as part of the judgment in this case. There being no discussion, the motion carried
unanimously.
NEW BUSINESS:
The Chairperson entertained a motion to pay $2,500 to Warrenstreet Architects for the
NH 2-10, Arel Manor, Window Replacement (CA time extension fee). Mr. Tollner made the
motion, and Mrs. Pastor seconded it. The Recording Secretary called the roll with the

The Chairperson entertained a motion to pursue the lease extension as prescribed by
Mr. Robinson and to pursue selling the building to Girls Inc. Mr. Tollner made the motion,
and Mrs. Pastor seconded it. The Recording Secretary called the roll with the following

The Chairperson entertained a motion to accept with regret Mr. Robinson's retirement
from the Nashua Housing Authority as its Executive Director. Mr. Tollner made the motion,
and Mrs. Pastor seconded it. The Recording Secretary called the roll with the following

BILLS/INVESTMENTS:
The Chairperson called for a motion to pay the bills as listed on the Cash Disbursement
List - check numbers 45135 through 45257 and from the Supplemental Cash Disbursement
List - check numbers 45258 through 45313 and from the Park View Apartments Cash
Disbursement List - check numbers 4287 through 4297 and to approve the Investments as
listed. Mr. Tollner made the motion, and Mrs. Pastor seconded it. The Chairperson asked if
there was any discussion. There being no discussion, the motion to pay the bills and
approve the investments as listed carried.

NONPUBLIC SESSION
The Chairperson entertained a motion to enter Nonpublic Session to discuss litigation
and personnel matters. Mr. Tollner made the motion, and Mr. Wilson seconded the motion.

The Chairperson entertained a motion to adjourn. Mr. Tollner moved to adjourn, and
Mr. Wilson seconded the motion. The motion carried. The meeting adjourned at
approximately 9:25 a.m.

HELD DURING THE REGULAR MEETING OF
THE BOARD OF COMMISSIONERS ON
MAY 21,2010
Attendees: Commissioners Paul Deschenes, Eric Wilson, Selma Pastor, James Tollner;
and George Robinson, Executive Director.
Mr. Robinson briefed the Board of Commissioners on the current status and updated
timelines of the ongoing litigation.
Board of Commissioners asked general questions about the litigation all of which were
satisfactorily answered by Mr. Robinson.
Board of Commissioners and Mr. Robinson discussed personnel matters.
