PROVIDING FOR A REVIEW AND UPDATE OF THE MERIT PLAN
• Also assigned to the Budget Review Committee; Tabled 10/4/10
Chair Clemons
I intend to schedule a joint meeting with the Budget Review Committee hopefully sometime in November.
The mayor also is working on a draft proposal, if you will, so it might be good to table this this evening unless
there’s some discussion.

Alderman Deane
When I had little e-mailing with you on trying to coordinate a date, am I going to be running the meeting or are
you going to be running the meeting? How do you want to work that?
Chair Clemons
I’ll let you run the meeting that evening.
Alderman Deane
Okay. What I’ll do is I’ll contact the mayor’s office and see what the mayor’s timeline is for the proposals that
she may have. In the meantime what I have is I have a copy of, I believe it was O-07-145, which is a 14-page
resolution that we did all the work on. What I can do is I will forward it to everybody on the two committees.
Then I’ll ask Sue to print out copies of it. This is the legislation that was approved. I probably won’t have her
dump it in everybody ‘s packet until like a week prior so people don’t lose it or misplace it. It will give them
some time to focus on it. The meeting will probably be sometime in mid-November.
Chair Clemons
Right.
Alderman Deane
We’ll work a date out and make sure that we can get the quorum of the two committees. Thank you.

ESTABLISHING A NASHUA ARTS COMMISSION
Chair Clemons
Alderman Cookson did say that he would not be able to attend this evening. He did ask we try to move this
forward.
Alderman Chasse
I would like to make a motion to table. If Alderman Cookson is the prime endorser, I would prefer to have him
down here in committee to discuss this versus having it at the full board.
MOTION BY ALDERMAN CHASSE TO TABLE

Chair Clemons
We have a number of ordinances tabled in committee. I don’t think there’s any need to take those up. That
brings us back to the regular order of business, which is interviews.
Alderman Chasse
Do we have to make that in a motion?
Chair Clemons
I don’t think so. I think we just go as reverse back.
INTERVIEWS
Conservation Commission
Suzanne Harvey, Alternate (New Appointment) Term to Expire: December 31, 2013
Personnel – 10/14/10 Page 4
Chair Clemons
You’re the new appointment for the Conservation Commission, as an alternate. If you would like to take some
time to introduce yourself and just tell a little bit about your background and why you would like to be on the
commission.
Suzanne Harvey, Nashua, Ward 2.
For the last six years I’ve been a state representative from Ward 2. For the last four years, I’ve served as vice
chair of the Science, Technology and Energy Committee in the House. I’m also a member of the Green Team
since its inception, and like to think that I had something to do with it actually getting started. I was the chair of
the first few energy fairs that the Green Team sponsored in Greeley Park. My interest in the environment is
balanced with my interest in economic development, both for the state and for Nashua. Things like the
technology park excites me. I hope it’s very successful. I think there’s a fine balance that people have to
keep in mind between preserving land, obviously for not only us today, but for our kids and their kids and so
forth, and also allowing smart development. We have a crowded city, but we also have a jewel in our city
called Mine Falls Park. I consider it our jewel, and thank goodness people had the foresight to keep it as it is.
I’ve been following a few things that the conservation commission is doing. For instance, the Terrell property.
I think that’s really exciting. I also know that the commission often gets a lot of private people coming to them
and saying I want to improve my home and it happens to be on wetlands or something that has to do with the
commission. I think we really have to honor that as long as it’s a smart plan.
So my interest is, number one, I have the time and interest to serve. I certainly have been doing that up in
Concord. I just think this extension of dealing with the subject matter of the commission is a good balance to
what my other interests are with renewable energy, the grid and so forth. Thank you very much.
Chair Clemons
I know that you are on the Green Team currently. Would you be staying on that and being an alternate on the
Conservation Commission as well?
Suzanne Harvey
I don’t see a conflict, unless someone else does. I don’t see a conflict. With the Green Team, they meet on
Thursdays, like 3:30 p.m. if I’m not in Concord. If I’m in Concord obviously I can’t make it. So I come when I
can and also represent the state and bring information about what we’re doing up there that’s relevant.
Chair Clemons
I actually think it’s a good complement whereas you’re going on to the commission as an alternate member, I
think that makes a lot of sense. Certainly you have a great record here in Nashua and also up at the State
House. I think it’s a very good fit.
Alderman Deane
I don’t have any questions. You’re running for re-election again right? So we won’t know until sometime on
the 2nd of November. It will probably be interesting to have an individual that’s sort of a conduit between the
Conservation Commission and the legislation that’s going on up in Concord and what net effect it may have to
the city. That’s kind of a positive impact to both the committees you serve one. The Conservation
Commission is a very interesting group of people. They hear the pleas from a lot of folks. I wish you well.

Suzanne Harvey
Thank you.
Chair Clemons
Mayor, would you like to say a few words?
Mayor Lozeau
Thank you. First my sincere apology, Mr. Chairman and members of the committee and Representative
Harvey. As I told Representative Harvey today, I did have a ribbon-cutting. I thought I’d make it. I’m a little
out of breath from running up the stairs. Anyway, I’m sure that you have had the opportunity to talk to
Representative Havey…
Chair Clemons
Yes.
Mayor Lozeau
… and sees what she brings to the table. I’m thrilled that she was interested and willing to volunteer, and I
know that she will be a perspective that’s valuable. Thank you.
Chair Clemons
I think we’re ready at this point, unless there’s anybody in the public that would like to comment this evening
on anything? Then I think we’re ready to move for the appointment.
Alderman Chasse
Communications first? We didn’t do any of that.
