PUBLIC APPEARANCE - Persons wishing to address the NPUA / City Council on subjects other than those
scheduled are requested to do so at this time. When called by the Mayor, please announce your name and
address for the record. In order to conduct a timely meeting, a three-minute time limit per person has been
established by Municipal Code Section 2-18. Amendments to the California Government Code Section 54950
prohibits the City Council from taking action on a specific item until it appears on the agenda.
INTERVIEWS
1. Make appointments to the Parks and Recreation and Housing Commissions to fill the current
vacancies.
NPUA / COUNCIL REGULAR ITEM
2. Authorize the Purchase of one (1) Pole/Reel/Dump Trailer from Brooks Brothers Trailers not to exceed
$55,060, utilizing the Electric Asset Replacement Fund (ACT)
COUNCIL CONSENT CALENDAR All matters listed on the Consent Calendar are considered to be routine
and will be enacted by one motion in the form listed. The Mayor or any member of the City Council may pull
an item from the Consent Calendar for discussion. Prior to Council action, a member of the public may address
the City Council on matters scheduled on the Consent Calendar. A three-minute time limit per person
applies. RECOMMENDED ACTION: Approve Items 3 through 10 on the Consent Calendar by affirmative roll
call vote. (ACT)
3. Approve the Warrants Register through July 14, 2026
4. Approve the Minutes of June 23, 2026
5. Accept and file the Treasurer's Report for the month of June, 2026
6. Resolution 2026-21 approving the Title VI Compliance Plan for the Needles Area Transit
7. Waive full reading and adopt Ordinance 682-AC (second read adopt)
8. FY 27 Update to the LAIF Authorized Persons List
9. Approve Amendment No. 4 to the Professional Services Agreement with TKE Engineering Inc. to
Provide On-Call Supplemental Engineering Services
10. Approve the Eighth Amendment to the Professional Services Agreement for Building Support
Services with Willdan extending the contract term for one year.

11. Authorize or deny the City Manager, or designee, to submit an application for the City of Needles Safe
Truck Parking Area Project through the U.S. Department of Transportation's Fiscal Year 2026
Nationally Significant Multimodal Freight and Highway Projects (INFRA) Program, and to execute all
documents necessary for the application process and, if awarded, the acceptance and administration
of grant funds, subject to City Attorney approval as to form (ACT)
12. Reject all Bids for the Animal Control Restroom Addition Project Rebid; and Authorize Staff to Revise
the Plans to Include the Purchase of a Modular or Prefabbed Building and Resolicit Bids for Installation
of the Preferred Alternative (ACT)
13. Adopt Resolution 2026-27 Calling for the Placement of a Transient Occupancy Tax Measure on the
Ballot at the General Municipal Election to Be Held on Tuesday, November 3, 2026 and for the
Submission to the Qualified Voters of an Ordinance to Enact a Four Percentage Point Increase in
Transient Occupancy Tax. (ACT)
14. Adopt Resolution of Necessity and Conduct First Reading of Ordinance 684-AC Ordering the
Submission of a General Obligation Bond Measure to the Qualified Voters at the November 3, 2026
General Municipal Election (ACT)
15. Adopt Resolution 2026-29, a Resolution of the City Council of the City of Needles calling for the
placement of a Charter Amendment Measure regarding City Council compensation on the ballot at
the November 3, 2026 General Municipal Election for submission to the qualified voters. (ACT)
