Remote Participation
May 26, 2021 – 11:00 a.m.
The Bicycle and Pedestrian Plan Advisory Group meeting was held remotely on Wednesday,
May 26, 2021. The meeting was called to order at 11:00 a.m. by Chairman Niedermaier.

Matthew Abtahi has informed Chairman Niedermaier that he has moved out of Niles and will no
longer be able to serve on this Group. At this time Chairman Niedermaier alongside the Mayor
is evaluating the vacancy.
Call to Order
Approval of Minutes
Group Member Reins, seconded by Group Member Sanders, to approve the minutes of the April
28, 2021, meeting; on voice vote all concurred.
New Business
I. Bicycle and Pedestrian Plan Update – Scope of Work Review (Epstein)
Consultant Gustafson stated the scope of work has been shared with the Group.
Monthly meetings will take place at the Bicycle and Pedestrian Advisory Group
(“BPAG”) which will act as the Steering Committee for the update. Chairman
Niedermaier indicated that the challenge of working with high schools is the number
of schools in the area as it relates to the stakeholder interviews. Stakeholder
interviews can be grouped together into one meeting. Epstein will provided a

proposal for stakeholders for review. Discussion continued on the engagement events
and timeframe to hold these events. Existing conditions for data gathering was briefly
reviewed and the method of collection. Agency coordination is key in this update and
the decision to add Cook County would be beneficial to this update as well.
Chairman Niedermaier made a statement on how can Niles do something unique in
Niles as it relates to bicycle safety. He feels the update is multipronged from
attracting younger families, marketing, and increasing creativity and is looking for
Epstein to keep this in mind during the plan update. Consultant Gustafson stated he
will mark this down and keep in mind as the update and agency coordination takes
place.

Regular Meeting
The Bicycle and Pedestrian Plan Advisory Group Meeting is called to order electronically via Zoom
audio/visual conferencing by Chairman Niedermaier at the scheduled date and time on this agenda, in
accordance with Governor Pritzker's most recent disaster declaration related to public health concerns due
to the Coronavirus Disease 2019 pandemic.
Members of the public can participate remotely in the meeting and provide live comment during public
comment sections of the meeting via Zoom. Public comments are limited to three minutes per person.
Members of the public present at the regular meeting location of the body will be able to hear all
discussion and testimony and all votes of the members of the body. All persons physically attending the
meeting must keeping at least a 6-foot separation between other persons and must wear a face covering.
