Palicki Village Manager The Board of Ethics meeting was held on Tuesday, September 16, 2014, at the Village Steven C. Vinezeano Hall. The meeting was called to order at 5:30 p.m. by Chairman Gaudio. Village Clerk Marlene J. Victorine Members Present: Staff Present: Chairman Anthony Gaudio Kathy M. Thake, Admin. Asst. Steve Ostrega Joseph J. Annunzio, Village Attorney Denise McCreery Randy Greco Also Present: Christopher B. Cohen, Inspector General Members Absent: Matthew Lagodzinski Approval of Minutes Ms. McCreery made a motion, seconded by Mr. Osterga, to approve the minutes of the August 19, 2014, meeting; on voice vote all concurred. Mr. Greco abstained. Old Business Item #1 Review Employee Handbook Sec. 1.12 Chairman Gaudio presented Sec. 1.12 of the recently approved employee handbook. Chairman Gaudio stated he objects to the paragraph when it comes to disclosure of activities on personal time. Ms. McCreery stated that after review of this language. The restrictions of reporting should encompass time that would only effect the individuals’ position. Mr. Ostrega stated that if engaging in activities interferes then it should be disclosed otherwise he feels it’s discriminatory in nature and he would disagree with said language. Chairman Gaudio questioned if the Village Attorney feels this proposed change is a violation of civil rights? As an Attorney, Mr. Annunzio stated that this is not a violation. Motion made by Mr. Gaudio to advise and rewrite the proposed section by focusing on work hours, seconded by Ms. McCreery; on voice vote all concurred. Village Attorney Annunzio indicated he send to the Mayor under advisement. www.vniles.com Comments from the Public None Executive Session Motion made by Mr. Greco to move into executive session at 5:37 p.m. to review a newly submitted complaint #2014-04, seconded by Mr. Osterga; on voice vote all concurred. Motion to reconvene at 5:51 p.m. was made by a unanimous vote; all concurred. Reconvene in Open Session Motion to reconvene in open session at 5:54 p.m. was made by a unanimous vote. Arising out of Executive Session Motion made by Mr. Ostrega to dismiss complaint #2013-04, seconded by Mr. Greco; on voice vote all concurred. Next Meeting A meeting is tentatively scheduled for Tuesday, October 21, 2014, at 5:30 p.m. Adjournment Motion to adjourn was made by Ms. McCreery seconded by Mr. Ostrega; all concurred and the meeting adjourned at 5:56 p.m. Kathy M.
