FISCAL YEAR 2008 BUDGET HEARING (5/1/2007 to 4/30/2008) VILLAGE OF NILES April 18, 2007 6:00 p.m. Pursuant to proper legal notice, the Fiscal Year 2008 Budget Hearing of the Board of Trustees of the Village of Niles was held on Wednesday, April 18, 2007, at 6:00 p.m. in the Council Chambers of the Village Hall, 1000 Civic Center Drive, Niles, Illinois. The following Board members were present: Nicholas B. Blase, President; Trustees Kim Biederman, Tom Bondi, Bob Callero, Bart Murphy, Louella Preston, and Andrew Przybylo. The following Administrative personnel and Directors were present: Village Manager George R. Van Geem Assistant Village Manager Steven Vinezeano Village Attorney Joseph J. Annunzio Village Clerk Marlene J. Victorine Community Development Director Chuck Ostman Family Services Director Marty Friedman Finance Director Scot Neukirch Fire Chief Barry Mueller Police Chief Dean Strzelecki Fitness Center Director Carl Maniscalco Public Services Director Scott Jochim Senior Center Director Kelly Mickle George Van Geem, Village Manager, stated that the purpose of this meeting is a public hearing for the 2007-2008 Village budget in compliance with Illinois State Statutes. This hearing has been given full public notice and published in the Niles Bugle on March 22, 2007. Scot Neukirch, Finance Director, gave a status report on the current year (FY2007) financial position. During the year, the Village continued to provide high quality services in an efficient and cost effective manner. Mr. Neukirch reported on expenses and revenues for the Village’s General Fund and other funds, including Water, TIF, Pension, Debt Service, SWANCC, and Risk Management. Mr. Neukirch stated that the Fiscal Year 2008 (FY2008) budget contains $61.4 million of proposed expenditures and $64.2 million of proposed revenues. In summary, the General Fund is balanced. Most of the other funds are balanced or generate necessary surpluses to meet future debt service, pension obligation or infrastructure needs. Each Director gave a report on current year’s activities in their Department and requests for FY2008. The following presentations were made: Steve Vinezeano for General Government; Chief Barry Mueller for the Fire Department; Chief Dean Strzelecki for the Police Department; Scott Jochim for Public Services; Chuck Ostman for Community Development; Marty Friedman for Family Services; Kelly Mickle for the Senior Center; Bill Shaw for Management Information Systems; and Carl Maniscalco for the Family Fitness Center. Scot Neukirch then described the Special Funds, which include TIF, Pension, Debt Service/Capital Projects, SWANCC and Risk Management for the FY2008 budget. April 18, 2007, Budget Hearing Mr. Van Geem closed out this hearing by stating that a copy of the Fiscal Year 2008 Budget Report is available for review by the residents in the Finance Department at the Village Hall and will be formally adopted at the May 2007 Board Meeting in the form of an Appropriation Ordinance. He thanked Scot Neukirch and all the Directors for all their hard work and dedication in preparing this Budget document. President Blase asked for questions or comments from the floor; there being none, the hearing was adjourned at 8:15 p.m. and the Board members went into Executive Session to discuss personnel matters. ___________________________ __________________________________ Village Clerk Village President 2
