Meeting called to order at 8:30 a.m. by Andrew Przybylo.
Approval of Minutes: A motion was made by Chris Hanusiak for the minutes of the August 11,
2010 meeting to be approved. This was seconded by James Hynes. All were in favor.
Comprehensive Plan – sub committee candidate recommendations were discussed by Bonnie
Jacobson. There were 7-8 people interviewed and four (4) of these were recommended for the
sub committee. Bonnie also stated that there are three (3) people picked per Houseal Lavigne
from the Plan Commission. George Van Geem stated that they want people to challenge the
status quo. Andrew Przybylo stated that these people are appointed to the sub committee by the
Building and Zoning Committee. Andrew Przybylo also stated that there should be regular
reports on the sub-committee and Houseal Lavigne’s progress along the path. Need interaction
between elected, appointed and contracted. There should be reports to the Council with monthly
status.

James Hynes motioned to appoint these people to the sub-committee. Chris Hanusiak seconded the motion. All
were in favor.
Charles Ostman discussed the sign code updates. Temporary signs are still being worked on. At the next meeting
he will have a new draft ready. Therefore at the next meeting in 3 -4 weeks Al Madden will be invited. James
Hynes stated that he has concerns with the Political Signs. Asked what is the state law for removal time limits?
Feels on personal property it should be your judgment and on Village property it should be regulated. Bonnie
responded that you can not regulate free speech but you can regulate the size and time limit.
Chuck Ostman stated that there have been requests for pawn shops to locate in the Village. Should these be
permitted or special use? Joe Annunzio responded not permitted therefore any special use not permitted either.
Andrew Przybylo stated that in the county pawn shops are C5 which means very limited and special use. It was
agreed that pawn shops should not be permitted.
The parcel at 5701 Touhy Avenue was purchased. This is the former Circuit City site. Plans are to demolish the
current building and replace with a bank and a restaurant located on the front side of the property and a grocery
store located in the rear of the lot. There is ample parking space to meet code requirements. He stated that the
developer would be the owner of the property.
Located in the former Sports Authority Plaza at Sheerer and Dempster the Lone Star location is being replaced by
Firestone.
The former Ideal Uniform site was rezoned to R3 allowing for townhomes to be built with rear loading garages
only. A total of 17 units would be possible on the site. Previously wanted to build 102 condominiums but that
was denied due to not enough parking available.
It was also stated that DiPaolo has been cited to remove the rock pile currently located on Milwaukee Avenue just
north of Harts Road. This is the crushed rock from the Milwaukee Avenue project. If not removed promptly
fines will be assessed.
Next meeting for the Building and Zoning Committee is scheduled for Tuesday, October 19, 2010 at 8:30 a.m.
