Denise McCreery called the meeting to order at 8:15am and called for a vote to approve
the minutes of March 5, 2015, they were unanimously approved.
Rich Wlodarski spoke to the topic of roof top screening and explained why inland was
asking for relief from the screening requirement for roof top units. Also discussed was
the idea of losing this requirement to have it only apply to new construction.
Pam Sullins explained the financial burden to have to screen this rooftop unit and also
pointed out that there would still be 2 other units in very close proximately to this unit
along with many other units in the immediate area that are not screened. There was some
discussion with the committee. A vote was taken to grant relief to this requirement.
Chuck Ostman brought up the Rosatias Pizza building and that they needed to screen
there unit during a major remodel and would not want a situation like that be granted
relief as it would look bad along Milwaukee ave
Rich Wlodarski spoke a little more of these requirements moving forward and will bring
back further proposals to the committee in possibly changing the language.

Rich Wlodarski explained the new state requirements for the plumbing code and also
explained the process for making any amendment to the state plumbing code, we are
asking the state to allow the village to require overhead sewers when adding any below
grade plumbing fixtures or new and major remodeling projects. The state is also requiring
municipalities to adopt a watersence ordinance which is being regulated by the EPA it
basically is wanting us to have water efficient products used in town whenever they are
available. There was minor discussion and everyone agreed with the proposal.
Rich Wlodarski spoke about the current language for new residential electrical services,
the ordinance states that any new service shall be installed underground but the intent of
the ordinance was only for new construction or second floor additions the new proposed
language is reflecting this change. Again very minor discussion and everyone agreed with
the new language change.
Rich Wlodarski explained that the village had received a complaint concerning
landscaper noise and hours they are allowed to operate. One trustee had asked us to
follow up with a recommendation on this. We proposed
(18) Lawn care equipment. The use of any lawn care equipment, other than between the hours of
8:00 a.m. and 8:00 p.m. on Monday through Friday, between 9:00 a.m. and 8:00 p.m. on Saturdays,
and between 10:00 a.m. and 8:00 p.m. on Sundays and holidays.
After discussion with the committee it was agreed to make it 7:00 am on weekdays
8:00am on Saturdays and 9:00am on Sundays.
One of the zoning board members had brought up for discussion to consider having the
zoning board hear appeals for building code appeals instead of the building and zoning
committee. There was some discussion and the general thought amongst members of the
committee was it has only been under the direction of this committee for a short time and
why not leave it this way for now.
Chuck Ostman said he will continue this discussion at the next zoning board meeting
with the commissioners.
Denise asked if there was anything else up for discussion there was not and she asked to
adjourn the meeting at 9:05
