Present: 11 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Hines Joseph and Hines Mary, Vinezeano, Thake, Mc Ererney, and Preston Absent: 0 APPROVAL OF MINUTES Chairman McCreery asked if there were any additions, clarifications or corrections to the minutes of October 22, 2015 none. There were a few small clerical corrections to the previous meeting minutes. Chuck Ostman moved to approve the minutes of October 22,2015 and seconded by Rich Wlodarski. The vote was: AYES: 8 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Vinezeano, Mc Ererney, Thake . NAYS: 0 There being nine (8) affirmative votes the motion was carried. NEW BUSINESS Chairman McCreery called for the first item on the agenda. The first item on the agenda was the discussion Taxi cabs and Trucks. Situation is that Taxi parking on residential streets Ordinance amending Chapter 98-2. Milwaukee and Birchwood, Jim and Mary Hines have a petition signed by the residents on Birchwood. The taxi cabs park on Birchwood and the driver sits in the car and they loiter, also in the summer months they lay on the grass and take naps. When a resident calls the police it seems that the very next day the residents vehicles have been vandalized.. Two years ago the cab company changed their name, from Niles Flash Cab to Niles Cab Association, also Niles, Illinois one of the only Villages that do a background check on the cab driver. Cab drivers should not park in no business lots, there is a new verbiage for the residents. Tom Kanelos , made motion to accept. The second item on the agenda was a discussion on Text Amendment to the International Residential Building Code related to Stucco and Stucco engineered Systems (EFIS) For residential structures. There are no issues with this home on Greenwood this will be discussed at the next meeting. The Mayor was concerned with the quality of this house and is not complete with the remodel. Village of Niles Page 2 of 3 Building and Zoning Meeting Minutes January 14, 2016 Committee Meeting Next Item to be discussed is Text Amendment to Chapter 18-323 related to Maximum fence height for residential abutting commercial. A (7) foot fence may be put up if they butt up to the commercial property and if there is a difference in elevation they must make adjustments from the highest grounds. Next Item to be discussed is removal of Neon Window Boarders. Neon Borders have expired as of 01/01/2016 window borders were put up without permits all business must follow the ordinance and take them down. Next item to be discussed is video signs (Drive –Through Facilities) Video screens are prohibit will allow the screens in a drive thru, small screens will need to have a special use approval. Final discussion was Hookah Bars which were not on the agenda. Will be discussed at the next meeting They are a special use and must be in a free standing building. Denise McCreery thanked the committee for all the knowledge they had and that they were able to keep the board so informed. Denise asked to adjourn the meeting at 09:00am.
