VILLAGE OF NILES 1000 Civic Center Drive Niles, IL 60714 www.vniles.com Approved Meeting Minutes Thursday, March 17, 2016 8:00 AM Village Hall BUILDING AND ZONING COMMITTEE MEETING Chairman Denise McCreery - Trustee Members Charles Ostman – Community Development Director Rich Wlodarski – Community Development Assistant Director Tom Kanelos – Chairman Planning and Zoning Hadley Skeffington–Vos – Assistant Village Manager Joe Annunzio – Legal Rich Mangold – Resident Building and Zoning Meeting Minutes March 17, 2016 Committee Meeting CALL TO ORDER/ROLL CALL The Niles Building and Zoning Committee Meeting was called to order at 8:15 AM. Present: 11 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Annunzio, Vinezeano, Thake, Mangold, Preston. Absent: Skeffington-Vos APPROVAL OF MINUTES Chairman McCreery asked if the meeting minutes for of January 14, 2016 can now be approved. The minutes were tabled last month because of a few clerical corrections so they can be updated. All corrections were made and Chuck Ostman moved to approve the minutes and Tom Kanelos seconded it. AYES: 10 – Chairman McCreery, Ostman, Wlodarski, Kanelos, Annunzio, Vinezeano, Thake, Mangold, Preston. NAYS: 0 Meeting Minutes for February 18, 2016 were not finalized yet but will be approved at the May meeting. NEW BUSINESS III. Hookah Lounge Discussion IV. Roof Top Screening Discussion V. Hookah Lounge Discussion and VII. Smoke, Vape and E-Liquids Discussion Chairman McCreery called for the third and seventh item on the agenda. Chuck Ostman mentioned that there have been two to four requests a week for Hookah Lounges. Village of Niles Page 2 of 4 Building and Zoning Meeting Minutes March 17, 2016 Committee Meeting These Hookah lounges and Smoke, Vape shops are still special use but they are not allowed in strip centers. State law says that they should be located in a free standing structure. If a state license is required, canned pop or water is all they are allowed to sell. Park Ridge, Des Plaines and Skokie do not permit Hookah lounges or Smoke, Vape shops. The subject was brought up about Morton Grove and Glenview and if they have these Lounges/shops or not, so Chuck Ostman and Rich Wlodarski said they will look into it. After much discussion on the equipment/paraphilia that is sold, new wording must be made to the ordinance where there would be conditions on what they sell like bongs and pipes. Chuck Ostman thought there should be a moratorium on the Hookah lounges and Smoke, Vape shops for six (6) months. Rich Mangold made a motion to approve a moratorium for six months and Chuck Ostman seconded it. All was in favor and no one opposed it. Chuck Ostman said this moratorium needs to go before the Planning Commission first to be considered. IV. Roof Top Screening Discussion Rich Wlodarski started the discussion of the proposed language for Sec. 18-436 – screening of rooftop mechanical units. The proposed language reads as follows: All rooftop heating, ventilation, air conditioning equipment and other mechanical equipment (except isolated, non-obtrusive stacks and vents) for new construction shall be screened by a parapet wall to a height sufficient to provide complete screening from (all elevations). Screening can be used if all mechanical units are centrally located in one area, these materials shall blend in with the architecture of the building and approved by the authority having jurisdiction. After much discussion and because it is a tough issue, the committee agreed to wait before approving the proposed language. More information needs to be gathered. VI. Temporary Fence Screening Proposed Language Rich Wlodarski mentioned that all fences with temporary fence screening are following down because of high winds and they are blowing into traffic. Rich recommended that there should be no more screening on fences and Chuck Ostman also agreed to it. Rich Wlodarski made a motion to approve this and Rich Mangold seconded it. Village of Niles Page 3 of 4 Building and Zoning Meeting Minutes March 17, 2016 Committee Meeting All agreed and no one opposed it. V. Appearance Committee Discussion The question was raised about having an Appearance Committee at the Village of Niles. After much discussion about having every new commercial and residential building built go thru an appearance committee, it would probably be awhile before it was implemented. More information needs to be reviewed before a decision is made along with simple guidelines that need to be written up for both residential and commercial buildings. Chuck Ostman agreed to work on this and report to the committee at the next meeting. VI. Next meeting scheduled for April 14, 2016. Rich Wlodarski said we could continue with the third Thursday of every month which would mean the next meeting would be April 14, 2016, 2016. Denise McCreery said a lot of information needs to be gathered and April 14, 2016 might be too soon to get this all done. Rich Wlodarski mentioned we should wait until May 19, 2016 for the next meeting and everyone agreed. Denise McCreery asked to adjourn the meeting at 9:35am. Rich Wlodarski made the motion to adjourn the meeting and Tom Kanelos seconded it. Village of Niles Page 4 of 4
