Present: 7 - Chairman McCreery, Ostman, Wlodarski, Grcic, Skeffington-Vos, Kanelos, Mangold Absent: 0 APPROVAL OF MINUTES Chairman McCreery asked if the meeting minutes for August 18, 2016 can now be approved. Chairman McCreery mentioned that the first sentence under Garage Sales should be changed and everyone agreed. Other than that Rich Mangold approved the minutes and Chuck Ostman seconded it. Adjournment Village of Niles Page 2 of 4 Building and Zoning Meeting Minutes September 15, 2016 Committee Meeting DISCUSSIONS Before the meeting started, Tom Kanelos mentioned that after talking with Mayor Przybylo on the phone he wanted the committee to conference him into the meeting. The Mayor had a few items to bring up to the committee: a) Wildwood Restaurant owner talked with the Mayor about his patio and he asked if he would be able to allow dogs on the patio of his establishment? The Mayor asked if we can have an ordinance with a special use permit for dogs to be with their owners on his patio? Chuck Ostman mentioned, after some discussion with the committee, he would talk to Dwight Roepenack our health inspector to see if there are any laws that need to be upheld. b) Hookah Bars was also brought up by the Mayor and he feels that it is a cultural entertainment and we should look into having them in our Niles community and Special Use would still be enforced. This subject is on our agenda for today and has been discussed before but Chuck will look into it further and the committee will continue to talk about it later in our meeting. c) Liquor in Pool Halls was also brought up and the Mayor felt that it should be allowed but he asked Chuck Ostman to check out other municipalities. III. Hookah/E-liquids/Paraphernalia/Vape Chuck Ostman opened the discussion and mentioned that Hookah bars/lounges used to be a special use permit but now is a permitted use. He also said that eighty percent of their sales come from tobacco sales. After much discussion about these bars/lounges and the availability of parking, Tom Kanelos said more research is needed regarding parking. He also suggested to amend the ordinance and extend the moratorium until January 1, 2017 and Chuck Ostman and Chairman McCreery agreed. IV. Garage Sale Update Chuck Ostman said at this time we should make no changes regarding garage sale permits and signs until next year. A few things that were discussed are as follows: Village of Niles Page 3 of 4 Building and Zoning Meeting Minutes September 15, 2016 Committee Meeting  Reuse signs  Change signs to black and white  Place dates on signs  Cost of signs  Fines issued to homeowners if they do not take their garage sale signs down  Abandon the program regarding permits and Village of Niles signs but still enforce fines for any garage sale signs not taken down after the home owners sale More sign discussion to follow at the October, 2016 meeting. V. Discussion of Members on the Building and Zoning Committee Chuck Ostman mentioned after some discussion that the subject of members on the Building and Zoning Committee will be put on the agenda for the October, 2016 meeting. More information from other communities will be presented. Chuck also mentioned he wanted to update everyone on the new software Community Development is looking into:  The software has so many benefits.  The demonstration shows everything we need for the Village of Niles and the community.  Signing up for inspections, payments, etc. will be on line for the community.  The cost of the software is what we are waiting for and then a decision will be made. VI. Next Meeting Date Rich Wlodarski asked the committee what date would be good for the next meeting and everyone agreed on Thursday, October 20, 2016 at 8:15. VII. Adjournment Chairman McCreery entertained a motion to end the meeting at 9:45am. Tom Kanelos made the motion to adjourn the meeting and Rich Wlodarski seconded it. Village of Niles Page 4 of 4
