CALL TO ORDER/ROLL CALL
The Niles Building and Zoning Committee Meeting was called to order at 8:23 AM.
Present: 5 - Chairman McCreery, Ostman, Skeffington-Vos, Kanelos, Mangold
Absent: 2 - Wlodarski and Grcic
APPROVAL OF MINUTES
Chairman McCreery asked if the meeting minutes for September, 2016 can now be approved.
Tom Kanelos mentioned that there was a slight error in the minutes.
Rich Mangold, however, approved the minutes and Chuck Ostman seconded it.

III. Hookah/E-liquids/Paraphernalia/Vape
Chairman McCreery asked Chuck Ostman if he had any luck finding out why Hookah Bars have
not been allowed in many of the surrounding communities.
Chuck Ostman mentioned that he reached out to other communities to find out exactly why they
are not allowing Hookah Bars in their area but had no success getting any answers. Danielle was
also going to reach out and report on this but she could not attend the meeting.

Chairman McCreery said she wanted everyone’s feed-back on this.
Tom Kanelos said that he does not support the Hookah Bars being a special or permitted use until we find
out why other communities are not allowing them, there are just too many questions.
Rich Mangold does not have a problem with Hookah Bars, even though he is not in favor of smoking and
because of the health effects, but he feels they are a legitimate business, in a stand-alone building with
proper ventilation and adequate parking.
Chairman McCreery said that you have to be 18 years old to go into a Hookah Bar. They do
sell coffee, canned drinks but no liquor. The question was how do they make any revenue?
Kathy Thake said the state says Hookah Bars cannot sell liquor.
Chairman McCreery mentioned she would like to go on a field trip to a Hookah Bar with
someone.
Tom Kanelos said that visiting it one time would not make a difference in his decision.
Kathy Thake said that from what Danielle Grcic found out from one community that
allowing Hookah Bars was just a bad experience but had no success in finding out why.
Chuck Ostman suggested tabling this discussion one more time so he can contact the Village of
Schamburg and also check out the minutes from the Village of Park Ridge. At next Tuesday’s
Village Board meeting he will mention a 90 day extension on the moratorium.
Rich Mangold said he would check out the Hookah Bar located on Dempster west of
McCormick.
Kathy Thake said she will ask someone she knows about Hookah Bar’s.
Chuck Ostman mentioned that if the bars are not identified as a special or unique use it is not
permitted.
Chairman McCreery entertained a motion to table this discussion one more time, until our next
meeting.
Tom Kanelos made the motion to table this discussion and Rich Mangold seconded it and
everyone agreed.

IV. Garage Sale Update
Chairman McCreery talked to the Mayor regarding the Garage Sale signs and mentioned that our
recommendation was to suspend the program but if he could get something together for the
Village Board meeting. The Mayor, however, is still in favor of keeping the signs in some
capacity. Our committee’s decision is still to suspend the program unless he has an alternative.
Chairman McCreery has heard nothing yet from the Mayor but will continue to move forward on
this.
Rich Mangold mentioned that it was a good idea but just did not work and everyone agreed.

Chairman McCreery made recommendations to the Mayor about new members and she
will bring it up to him again when she sees him next.
VI. Next Meeting Date
Tom Kanelos asked the committee what date would be good for the next meeting and
everyone agreed on Thursday, November 17, 2016 at 8:15.
VII. Adjournment
Chairman McCreery entertained a motion to end the meeting at 9:30am.
Tom Kanelos made the motion to adjourn the meeting and Rich Mangold seconded it.
