CALL TO ORDER/ROLL CALL
The Niles Building and Zoning Committee Meeting was called to order at 8:17 AM.
Present: 7 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Skeffington-Vos, Grcic,
Mangold
Absent: 0
APPROVAL OF MINUTES
Chairman McCreery asked if the meeting minutes for April 27, 2017 can now be approved.
Chuck Ostman approved the minutes and Richard Mangold seconded it.

OLD BUSINESS
I. Common Sidewalk Repair – Townhome Area
Rich Wlodarski mentioned that not everything with the sidewalk repair will be done this
year but probably next.
After much discussion, Chairman McCreery suggested to send out letters to the
Chesterfield Townhome owners and mention the steps that will be taken to repair the
common sidewalks. The homeowners can then decide if they want to shop on their own
and compare their price with the Village’s price. The Chairman also mentioned the
owners need to come together with their neighbors because this project needs to be taken
care of next year.
Chuck Ostman agreed and said his department will send out letters as soon as possible.
II. Business license Renewals – Status
Chuck Ostman said we have a lot of businesses that do not want to pay the business
license fee which is due April 30th each year. The late fees for the business licenses are
50% of the balance due. This is the first time we are incorporating a late fee and starting
on July 1, 2017 it will be double the license fee. After the letter went out regarding the
increase in business licenses most of the people who called appreciated the explanation.

III. Software Update
Chuck Ostman said he is very pleased with Tyler Technologies/EnerGov and we will benefit
from this software once it is done. There is a lot of work that still needs to be done but there
are so many capabilities which will be a lot of changes for us. Chuck mentioned he is not
sure if it will be available November 1, 2017 or the beginning of next week.
Chuck said that Lake County implemented this software three or four months ago and they
are very pleased with it and I am sure we will too.
NEW BUSINESS
IV. Real Estate Transfer Inspections – Discussion
Chuck Ostman mentioned that no one in the north suburbs do these inspections anymore.
Last year 500 real estate inspections were done by the inspectors in the Community
Development Department and the Village is losing money. The cost is $25 per inspection
and then a second inspection needs to be done after any work is complete. Almost all
homeowners have inspections privately before buying a home and the inspections by the
Village is not necessary anymore.
After much discussion, everyone agreed that these inspections do not need to be done
anymore except for Rich Mangold who abstained.
V. Annual Sign Code Review – Discussion
Chuck Ostman said the current sign codes are from 2011 and since then we need to make
some changes to them. These amendments will go to the Plan and Zoning Board and then to
the Village Board for approval.
Tom Kanelos mentioned that we should also consider bringing up flags at the meetings.
They should draw attention while businesses are open during business hours only.
Chuck said he will bring it up for discussion along with other changes.

VI. Zoning Code Amendments – Preliminary Discussion
Chuck Ostman mentioned that there are minor tweets to correct with the zoning code
amendments. No service related businesses should be allowed within 250 feet of the
intersections. The intent of that is to keep banks, clinics etc. off the prime corners. Chuck
mentioned we need to discuss this more and he will give us more information at either our
next meeting or the following.
VII. NEXT MEETING DATE – July 20, 2017
Chairman McCreery said that we should keep the July 20, 2017 meeting on the books for
now.
VIII. ADJOURNMENT
Chairman McCreery entertained a motion to adjourn the Building and Zoning meeting.
Tom Kanelos made the motion to adjourn and Rich Mangold seconded it.
