VILLAGE OF NILES 1000 Civic Center Drive Niles, IL 60714 www.vniles.com Meeting Minutes Thursday, April 18, 2019 8:15 AM Village Hall BUILDING AND ZONING COMMITTEE MEETING Chairman Denise McCreery - Trustee Members Charles Ostman – Community Development Director Rich Wlodarski – Community Development Assistant Director Tom Kanelos – Chairman Planning and Zoning Hadley Skeffington–Vos – Deputy Village Manager Danielle Grcic – Village Attorney Rich Mangold – Resident Building and Zoning Meeting Minutes April 18, 2019 Committee Meeting CALL TO ORDER/ROLL CALL The Niles Building and Zoning Committee meeting was called to order at 8:17 AM. Present: 6 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Grcic, Mangold Guests: Ron Traub, Katarzyna Thake Absent: 1 – Skeffington-Vos APPROVAL OF MINUTES Chairman McCreery asked for a motion to approve the minutes of April 18, 2019 meeting. [Inaudible] moved to approve the minutes, Ostman seconded. AYES: 6 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Grcic, Mangold NAYS: 0 ABSENT: 1 – Skeffington-Vos NEW BUSINESS I. Discussion of 50% Masonry Requirement for Residential Structures After much discussion on the 50% masonry requirement on the Village Ordinance, Chairman McCreery stated she would like to have policies readily available so residents are aware of their requirements and rights. Wlodarski stated he would put on the agenda to review language on signs stating staff does not have final say of code; there can be possibilities for variations. Ostman stated he would look into the language for accuracy. II. Discussion of Beekeeping After much discussion on Beekeeping, Chairman McCreery asked for recommendations, suggestions or concerns. Charles Ostman inquired about permit and inspection requirement and fees. Chairman McCreery stated she would reach out to the Animal Control person to go over language in the Village Ordinance. [Inaudible] moved to continue the issue to the next meeting once more information on beekeeping is available. [Inaudible] seconded. Discussion of Parking Requirement for Parking Vehicle Uses After much discussion, Chairman McCreery stated the committee had no recommendation at this time. IV. Discussion of the word ‘Spirit’ as defined in the Zoning Code Chairman McCreery inquired about the definition of the word ‘spirit’ as it appears in the Zoning code. Grcic stated that ‘spirit’ of the law is defined as the intent of the law as determined by the context of the time it was written. Chairman McCreery stated they would keep the word in the Zoning Code. V. Discussion of Signs After much discussion on proposed language for bookkeeping ordinance, Chairman McCreery stated the Village code dictates regulations electrical sign centers. Should petitioners want to stray from the code, there exists the possibility of securing a variation from the Zoning Board. Charles Ostman agreed, he stated the twenty (20) feet height requirement per Village Ordinance is appropriate as general requirement. Chairman McCreery stated the twenty (20) feet height requirement language would be left in the Ordinance. VI. Update on Property Maintenance Video The Building and Zoning Committee viewed the Property Maintenance Video, which highlights the roles and duties of Property Maintenance Inspectors, and shares property maintenance best practices with residents and property owners. Chairman McCreery inquired about pictures of properties used in the video. Charles Ostman stated he would like to change some of the pictures to better reflect the state of the properties. Village of Niles Page 3 of 4 Building and Zoning Meeting Minutes April 18, 2019 Committee Meeting VII. Update on EnerGov Software Chairman McCreery inquired about the update on EnerGov Software. Charles Ostman stated there had been a glitch on data conversion. He went on to say Community Development is following up with Tyler – EnerGov to resolve the glitch. Also, Community Development has hired a Management Analyst to be the point person between Tyler – Energov and the Department. They will be tasked with starting a user group of EnerGov users in the region. NEXT MEETING DATE – Thursday, May 16, 2019. ADJOURNMENT Chairman McCreery asked for a motion to adjourn the meeting at 9:30am. [Inaudible] moved to adjourn.
