CALL TO ORDER/ROLL CALL
The Niles Building and Zoning Committee meeting was called to order at 8:17 AM.
Present: 5 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold
Guests: Katarzyna Thake, Ron Traub, Nathan Bruemmer, Ana Elizarraga
Absent: 2 – Danielle Grcic, Hadley Skeffington-Vos
APPROVAL OF MINUTES
Chairman McCreery asked for a motion to approve the minutes of June 20, 2019 meeting. Mangold
moved to approve the minutes, Kanelos seconded.
AYES: 5 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold

OLD BUSINESS
I. Sign Update
Chairman McCreery inquired about the sign update. Chuck stated Nate was
investigating Ground Signs and Electronic Messaging Center to amend Village
requirements. In the next meeting we should have more information regarding
signs. Community Development is getting data regarding sign footage. McCreery
would like to see more beautification of signs even if they are higher. Our signs
are 7ft taller than 37 towns from the data that Nate and Ana researched.
New Business
I. Discussion on expiration of Non-Confirming Use
Discussion was made about preventing businesses closed for nearly 6 months
from using loopholes to maintain special use status by opening for one day within
the six month time period. Example was a Niles gas station that opened for one
day in order to extend the 6 month window the special use expiring. Discussion
was made about the legality of removing the loophole and not allowing the 6
month time table.

II. Discussion Amending 8.1 use table and 8.5 use Definitions
Discussion was started by Chuck regarding creation and evaluation of a use table to
easily and clearly identify permitted uses and definitions. There was Concern about
expanding the ‘catch-all’ section, rather should be refining it.
Discussion of rethinking variances of placing non-retail business (ie: banks) at corner
locations.
PUBLIC COMMENT
Herbert and Donna Lopetka of 7804 Neva expressed concern with a neighbors filling in
the easement causing water drainage to their property thus destroying their evergreen
trees in 2018.
Mayor Pryzbylo commented about a gateway sign for the village at zero cost to the
village by using a particular company that advertises on the signs but stipulate that they
don’t compete with our businesses. Other details such as branding and aesthetics were
discussed.

Chairman McCreery asked for a motion to adjourn the meeting at 9:41 AM.
