Present: 5- Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold, Guests: 1- Bill Przybylski (Chicago Billboards) Absent: 2- Hadley Skeffington-Vos, Danielle Grcic APPROVAL OF MINUTES Chairman McCreery asked for a motion to approve the minutes of September 19, 2019 meeting. Mangold moved to approve the minutes, Ostman seconded. AYES: 5 - Chairman McCreery, Ostman, Wlodarski, Kanelos, Mangold NAYS: 0 ABSENT: 2 – Grcic, Skeffington Vos OLD BUSINESS I. Discussion on expiration of non-confirming use Ostman stated he will be talking to Village Attorney Grcic regarding six months or more loses. Ostman will be attending a meeting with Grcic today and would like to continue this discussion till next meeting. II. Discussion on vacant land proposed ordinance The discussion of vacant properties and what will become of them. Properties that remain undeveloped for longer than 60 days or improvements have been made on may require landscaping. Individuals were in favor of growing grass in those areas. However, there remains to be a concern for maintaining the grass, such as access to water. Ostman and Wlodarski will discuss further in the upcoming meeting. III. Discussion amending 8.1 use table and 8.5 use definitions Ostman stated Nathan Bruemmer the zoning planner has been doing research regarding the Use Table Text amendments. However, everyone agreed to hold off till next meeting due to needing more information regarding some businesses. IV. Ordinance change for expiration of special use Section 15.4(G)(e) Discussion and agreement was made to keep this as an old business item for next meeting. V. Discussion on Chicago Billboard Presentation Bill Przybylski returned with video presentations of signs. He presented a double sided sign off of 159 West of 355 that’s a high traffic area in Lockport. Bill mentioned a potential site for Niles would be right of Greenwood and Golf (old best buy). Chuck asked if Bill ever made billboards for malls. Bill mentioned they do at Riverside mall but it has too much competition. They work very closely with advertisers trying to keep the message concise and clear. Billboards are monitored closely with cameras to see any kind of activity. Photocells at night time due to state and federal regulations can’t be bright. Bill showed a video of a gas station located 103rd and Cicero in Oak Lawn of a sign in a tight space. Kanelos stated the sign was too confined. The mall at North Riverside switches their signs three to four times per week. McCreery indicated that it’s all about location and placement of the signs. Bill indicated his company will do all the research and work at no cost. Left till further discussion at the next meeting.
