Minutes Village of Niles Finance Committee Meeting Village Hall Large Conference Room 218 August 21, 2019 9:00 a.m. Call To Order Chairman George Alpogianis called the meeting to order at 9:14 a.m. Roll Call Assistant Finance Director Laurie Nannini called the roll for Committee members: Committee Members Present: Chairman George D. Alpogianis, Al Weel, George Van Geem Committee Members Absent: Jack Drexler, Joseph Ori Village Staff Present: Finance Director Jeff Martynowicz, Village Manager Steve Vinezeano, Administrative Assistant Joy Athanasiou Old Business None Approval of Minutes The regular minutes from the June 19, 2019 Finance Committee meeting were presented for approval, motion was made and all concurred. Accounts Payable Approval The Accounts Payable registers for 2019-6/21, 6/28, 7/5, 7/10, 7/19, 7/26, 8/2, 8/9 were presented for approval. A motion was made and all concurred. New Business Senior Vehicle Stickers George Alpogianis opened discussion on how to make Vehicle Sticker purchases easier on the senior community. George suggested senior residents present their driver’s license one time to qualify for the senior discount. After that, their date of birth will appear on their application and no driver’s license will be required to receive the discount in the future. Jeff Martynowicz agreed. He added that new senior residents or those who turned 62 within the past year will be required to provide their driver’s license to receive the discount. George Van Geem inquired about how long current rates have been in place. George Alpogianis suggested doing a survey of the surrounding communities to compare. Discussion will be continued at next meeting. Forensic Audit Discussion George Alpogianis stated that a petition was brought to the Board for a Forensic Audit. Steve Vinezeano said that an audit was performed by Selden Fox on all non- compliant purchases. Nothing was found to be illegal. Steve will forward all information regarding the Selden Fox audit to the Committee members. The Committee will decide the most cost effective way to move forward whether with a full forensic audit or with an audit to evaluate the scope of time in question. Quotes will be obtained. Discussion will continue at next meeting. Other Business The following items were discussed: Retail Marijuana, Sewer Discounts for Senior Citizens, Personal Property Maintenance Ordinance, Property Tax Credit and Pension Liability. These topics will be discussed further at future Finance Committee meetings.
