Finance Committee Meeting

Call To Order Chairman George Alpogianis called the meeting to order at 8:03am.
Roll Call Finance Director Jeff Martynowicz called the roll for Committee members:

Analyst Conor Schultz, Assistant to the Village Manager Kathy Thake, Deputy Village
Manager Hadley Skeffington-Vos, Administrative Assistant Joy Athanasiou
Old Business None
Approval of Minutes The regular minutes from the September 18, 2019 Finance Committee meeting were
presented for approval. A motion was made and all concurred.
Accounts Payable Approval The Accounts Payable registers for 2019-9/13, 9/20, 9/27, 10/4 were presented for
approval. A motion was made and all concurred.
New Business
Alliant/Mesirow Insurance Assistant to the Village Manager Kathy Thake requested the renewal of the Village’s
Workers Compensation and Liability Insurance Program for 2020 provided by
Alliant/Mesirow Insurance Services. Tom Collins and Dan Mackey from
Alliant/Mesirow presented a summary of the program, stating an overall premium
increase of 3.5%. After discussion, a motion was made by George Van Geem,
seconded by Al Weel to recommend the renewal of the Workers Compensation and
Liability Insurance Program for 2020. On voice vote, all concurred.
Ordinance Amending Chapter 102
Utilities Sec 10-127 Finance Director Jeff Martynowicz requested an ordinance amending Chapter 102
Utilities Sec 10-2 to allow more than one person authorization to provide written notice
for discontinued service on delinquent water accounts. This would allow for an
authorized person to step in during threatening situations or in the absence of the
Finance Director. The Finance Committee discussed getting the opinion of the
Village’s Legal Department. A motion was made by George Van Geem, seconded by
Al Weel to table this request and continue discussion at the November meeting. On
voice vote, all concurred.
Ordinance to Distribute Surplus
Milwaukee-Touhy TIF Funds Finance Director Jeff Martynowicz request an ordinance to distribute 3,400,592 in
surplus TIF money to local taxing districts within the Milwaukee-Touhy TIF, sighting
ordinance 2012-50. The distribution is specifically related to the Public Works building
located in the TIF District. George Van Geem asked questions about the ordinance
and stated that the distribution was originally part of the State TIF Act. George felt the
state statute should be sighted when presented to the Village Board. A motion was
made by George Van Geem, seconded by Al Weel, to recommend the ordinance and

comply with state statute requirements to distribute surplus TIF funds within the
Milwaukee-Touhy TIF. On voice vote, all concurred.
Gaming and Cannabis Revenue
Distribution Chairman Alpogianis opened discussion on Gaming and Cannabis revenue
distribution. After discussion, the Finance Committee supported contributing one
hundred percent of the 3% occupational tax and 2.25% sales tax revenue from
Cannabis to the Police and Fire Pensions, going above and beyond the actuarial. The
Committee also supported contributing the 5.25% tax revenue from Video Gaming to
the Police and Fire Pensions. Three ordinances will be recommended to the Village
Board in November.
Other Business Finance Director Jeff Martynowicz stated the Police and Pension Boards requested a
joint review with the Finance Committee to discuss actuarial assumptions. A meeting
will be scheduled.
