GENERAL GOVERNMENT/IT COMMITTEE
MEETING SUMMARY
Wednesday, April 15, 2015
The following voting persons were present: Chair George Alpogianis, Steven Vinezeano, Bill
Shaw and Cammy Fortuna. Also present were Marlene Victorine, Joe Annunzio, Cathy Spadoni,
Kathy Barnat, Hayley Garard, Katy Darr and Hadley Skeffington-Vos.
The meeting was called to order at 8:40 a.m.

a. Unanimous approval.

III. New Business
a. HR Update
i. Drug & Alcohol Testing Policies & Procedures
1. New proposed policy for off duty alcohol and/or drug loss of
driving privileges or driver’s license suspension. Planned for May
Board Meeting.
ii. Promotion of Personnel
1. This policy was proposed by the Board of Trustees for promoting
from within the organization. This has not appeared before the
Board of Trustees before. Planned for May Board Meeting.
b. Electrical Aggregation Update
i. Hadley discussed the electrical aggregation presented to the Board at
Informal Consideration yesterday, April 14th. The Village’s energy
consultant, Synergy, gave a presentation outlining the benefits and
projected supplier rates for the next year. The front desk staff at Village
Hall, Senior Center, and 2nd floor staff have been trained and given “cheat
sheets” to answer questions from residents regarding electrical
aggregation. An update for the new program, when determined, will go
out in the summer newsletter and be highly publicized on the website and
in social media.
c. Grants
i. Mr. Alpogianis recounted his trip to Washington DC for the National
League of Cities Conference. The Mayor and Mr. Alpogianis met several
representatives of various organizations and entities. Follow up thank you
letters are being sent to those individuals with whom they met.
d. IT Update
i. All IT purchases are now cross-referenced to technology grants before
purchases are made. There are 14 software packages in play right now,
including a resident tracking/customer service software package
(requested by General Government). IT, Legal and Finance will be
working soon with an auditing contractor to propose new policies
regarding PCI compliance. A new Crime Free software package is under
investigation.
e. Legal Update
i. Village Attorney gave a brief update on People for a Safer Society versus
Niles.
f. Clerk Update
i. The Village Clerk provided an update on the Arts and Culture Council.
Chamber and Sister Cities representatives have accepted. Two more artist
letters have gone out. The Mayor and Village Manager will go present to
the schools in May. Appointments will be made in May at the Board
Meeting.
IV. Open Discussion
a. Cammy will become a Village staff member, so she will no longer be a member
of the General Government/IT Committee. Cammy will become the General
Government/IT Committee liaison. George will be recommending a replacement
for the Committee.
V. Public Comment
VI. Next Scheduled Meeting – Wednesday May 13, 2015 9:00 a.m.
