GENERAL GOVERNMENT/IT COMMITTEE
MEETING SUMMARY
Wednesday, August 12, 2015
The following voting persons were present: Chair George D. Alpogianis, Village Manager Steve
Vinezeano, Bill Shaw and Cammy Fortuna. Staff present were Kathy Barnat, Katy Darr, Marlene
Victorine, Kathy Thake, Joe Annunzio, Mary Anderson and Evangeline Alpogianis. No members of
the public were present.
The meeting was called to order at 9:03 a.m. in Room 218 at the Niles Administration Building.
I. Approve Meeting Summary: Wednesday, July 15, 2015
a. Unanimous approval.
II. Old Business
a. Dumpster Ordinance
Kathy Thake informed the group that the Dumpster Ordinance is ready to
be presented to the Board at the August 25th meeting for approval. Fees
will be set at $50.00 for a seven day permit and $100.00 for a 30 day
permit. Steve Vinezeano moved to forward to the Board.
b. Speeding in Work Areas
A policy needs to be put into place for speeding in work areas including
general Public Services ongoing maintenance work. Mary Anderson
noted that required work zone safety set ups are always in place where
work is being performed. An arrow board or flagger is required – a three
person crew is required in ongoing work in the community. State of
Illinois rules apply to state highways, we need to protect our streets.
Attorney Annunzio will look into ways that fines can be enforced that are
not considered a moving violation and adopt an ordinance to protect our
workers. Kathy Thake shared an excellent idea of “Our Town – Slow it
Down”
III. New Business
a. Arts and Culture Advisory Council Update
The Kickoff meeting is scheduled for Thursday August 27th at 6:00 p.m. at
the Niles Historical Society – 2nd floor. Long term the Council is looking
to keep the second floor of the Historical Society as its permanent home.
The Village Manager noted that the Agenda will be used as a guideline to
set up the Council. The Council Chair will be Lindsay Brubaker. The
Mayor and Trustee Alpogianis will be in charge of guiding the Council.
Trustee Alpogianis wants to see the Council built on a good foundation.
Village Manager will contact School District 71 Superintendent to invite
him to the kickoff meeting. The council has a budget of $45,000.00
b. Human Resources: Employee Handbook – Revision to Residency Policy
The borders of the Residency Policy need to be adjusted. The Fire Union
Agreement has a 50 mile radius. GIS will draw a map showing exactly
the 50 mile radius and how it will affect current and future employees.
The goal is not to lose a great potential employee because of borders. A
new map showing the 50 mile radius and the revised policy will be
presented to the Board for approval. A Resolution authorizing a
Residency Exemption for Timothy C. B. O'Brien, P.E. will be presented to
the Board for Approval.
c. Take Your Child to Work Program
Trustee Alpogianis stated that this does not need to be in the Employee
Handbook, but suggested the Village will try this program for one year.
We need to establish what the program will be, including what ages of
children will be included.
d. Discussion on Innovative Ideas to Generate Revenue Using Various Fees
The Village’s infrastructure is in need of repair - water mains, sewers,
streets, etc. Touch up work to be done on streetscapes, crosswalks, and
banding. Mary Anderson noted that as IDOT completes their work we
will follow up and establish a routine process. The amount of trucks on
the Village streets will be growing with new industry and the Village
needs to find a way to collect funds to repair and maintain our roads
without hurting businesses. An idea is an Infrastructure Recovery Tax –
something similar to the Green Tax in Europe. Possible ways to get funds
from financial institutions that do not contribute back to the community.
IV. Open Discussion/Public Comment
Bill Shaw noted that IT has a lot going on right now. Loop two in the council
chambers will be ready by the August 25th Board meeting.
No Members of the Public were in attendance to leave Public Comment.
V. Next scheduled meeting – September 9, 2015 9:00 a.m.
Meeting adjourned at 10:03 a.m. Unanimous approval to adjourn.
