Meeting Summary
Monday November 23, 2015
The following voting persons were present: Chair George D. Alpogianis, Village Manager Steven
Vinezeano and Cammy Fortuna. Staff present were; Marlene Victorine, Kathy Barnat, Joe
Annunzio, Katy Darr, Kathy Thake, Hayley Garard, Rich Wlodarski - Asst. Director Community
Development, Frank Hillegonds – Groot Disposal Co. One member of the public was present.
Absent: Bill Shaw
The meeting was called to order at 9:06 a.m. in Room 218 at the Niles Administration Building.

a. IT updates – Tabled
III. New Business -
a. Sister Cities Membership Drive and Student Exchange – A Sister Cities
Membership Drive was held to reignite the Sister Cities Program. The
organization’s 501 C 3 status is up to date. Invites were sent out to
approximately 60 people on the membership list. 10 students arrived on
Friday, November 20, 2015 from Pisa, Italy and will stay with host families. A
pizza reception was held at Riggios and an itinerary was laid out for the
students while they will be visiting.
b. The Groot Solid Waste Commercial Contract will be presented to the Board
for approval at the December 8, 2015 Board Meeting. Trustee Alpogianis
read a Memorandum that was prepared explaining the benefits that the
Groot Commercial Solid Waste Agreement will provide. The current
agreement will expire on August 30, 2017. The new agreement will be
effective January 1, 2016 through December 31, 2025.
All dumpsters and roll offs provided either for commercial or residential use
will be provided by Groot. Time will need to be taken to notify businesses
and residents of this new service. Community Development front desk staff
will be properly trained on this new contract provision. Dumpsters must be
placed on the property and not on the street. Only rare circumstances and
with the approval of the Village will a dumpster be allowed on the street. If
the resident requests plywood under the dumpster and is on the resident’s
property, the resident will provide their own plywood. If a dumpster is to be
placed on the street, Groot will provide the plywood and required safety
materials. All dumpster permits will go through Groot, there will be no
additional permits or fees by the Village of Niles. Evanston, Skokie, Hoffman
Estates and Mount Prospect already have this ordinance. Health, safety and
uniformity are prime issues.

Ms. Louella Preston commented on the Niles Sister Cities.
