General Government / IT Committee Meeting Summary Wednesday December 23, 2015 The following voting persons were present: Chair George D. Alpogianis, Village Manager Steven Vinezeano and Cammy Fortuna. Staff present were; Kathy Barnat, Joe Annunzio, Hadley Skeffington-Vos, Hayley Garard, and Katy Darr – Absent: Bill Shaw I. The meeting was called to order at 8:36 a.m. in Room 218 at the Niles Administration Building II. Approve Meeting Summary General Government / IT Committee – November 23, 2015 a. Unanimous approval. III. Old Business – a. Taste of Sister Cities Update – A letter is being drafted for monetary sponsorships for the Taste of Sister Cities Event; the next letter will be a solicitation letter to the restaurants. So far Mykonos, Riggio’s and Kappy’s restaurants are on board for the March 19, 2016 event. Ten exchange students from Pisa, Italy visited in November, this was a very successful event. Sister City Pisa has expressed the invitation for the Niles, Illinois chapter to visit in late winter or early spring. The November exchange student event cost under $3,000.00 for the 10 days that twelve students and two chaperones were visiting. The cost included housing at a hotel for two chaperones, housing for students with sponsor families, gifts for the students and a gift for the Mayor of Pisa, Italy. The next meeting for the Taste is planned for Tuesday, January 5, 2016 at 5:00 p.m. b. Groot Commercial Service Contract – The Groot Commercial Contract was approved at the December 8, 2015 Board Meeting. This contract is a Win Win for the commercial customers as well as the Village. Most commercial customers are seeing an 8.5% to 12.5% savings. A few customers will need more assistance from Groot to see this type of savings. Groot is the only approved source for dumpsters and roll offs. Letters were sent to contractors and haulers to advise of this ordinance. Discussion to be held with Community Development regarding permit applications and permit fees. It was suggested to keep the process of permit applications so that we are able to compare the Village’s records with Groot’s. IV. New Business – a. Proposed Ordinance regarding Truck Parking on Side Streets Problems have been occurring with deliveries at strip malls that have limited parking. Delivery trucks have been parking on residential streets which cause problems. Traffic problems, safety hazards, blind spots and inconvenience to residents are some of the complaints. An effort needs to be made with the businesses in those strip malls to schedule early morning deliveries when the parking lots are basically empty. Niles is Pro-Business; however we do need to be mindful of our residents. The 2030 plan prevents encroachment of commercial onto residential. This will go to Building and Zoning for further discussion. b. Proposed Ordinance of Parking on Residential Streets Taxicab parking is a problem on certain residential streets. Many licenses were issued for one small business, therefore not enough parking for the taxicabs. Also discussed was the problem of safety and the condition of taxicabs. A possible physical inspection of the vehicles may be required to obtain a license. A potential charge for this inspection may also be involved. A decision on taxicab parking needs to be made very soon. Joe Annunzio suggested to change the wording of Sec. 98-166 – Stopping; standing; parking of buses and taxicabs (d) to read – The driver of any taxicab shall not stop, stand, or park such vehicle upon any private, business, or residential street except: To be proposed to Building and Zoning for discussion. V. Open Discussion / Public Comment – Suggested items for the January 2016 General Government / IT Meeting Rain Barrel Program; Sale and Disposal of Property at the Old Maintenance Garage, and Bring your Child to Work Day. Trustee Alpogianis noted that within the next six months many new ordinances will be discussed. All new ordinances should come through General Government because this involves the Legal Department. No members of the public were in attendance – no public comment given. VI. Next Meeting – Wednesday January 20, 2016 8:30 a.m. VII. Adjournment – The meeting adjourned at 9:30 a.m.
