Meeting Summary
May 10, 2017
The following Voting Persons were in attendance: Chair George D. Alpogianis, Village Manager
Steve Vinezeano, and Member Cammy Fortuna. Staff present were: Hadley Skeffington-Vos,
Marlene Victorine, Kathy Thake, Danielle Grcic, Steve Cusick, Cathy Spadoni, Kathy Barnat, Katy
Darr, Mitch Johnson, Ross Klicker, Pat Byrne. IT Director Bill Shaw was absent. No members of
the press or public were present.
I. Call to Order
The meeting was called to order at 8:45 a.m. in Room 218 at the Niles
Administration Building.
II. Approve Meeting Summary – General Government/IT Committee –
April 12, 2017 – Approved, On voice vote all concurred.
III. Old Business
a. On-Line Store Discussion
Ross Klicker presented items for the on-line store. A mockup of the lapel pin was
shown and all concurred that the pin was too large. The size should be brought
down by at least one third. A sample of a pen with a stylus was shown; this is an
item to be ordered for the online store. The Cat’s Meow was discussed as a
possible collectable item vendor. The company will design collectable items per
the Village’s recommendation at a very reasonable price. Cat’s Meow items are
very popular among collectors. Additional ornament samples will be ordered in
for the group to review. Samples of the diner mug have been ordered, but not
yet received. All items for the On-Line store will be finalized at the next meeting.
IV. New Business
a. Ordinance Adding Chapter 1 General Provisions, Article II. Conflicts with Certain
Home Rule County Ordinances, Section 1-25 Minimum Hourly Wages and Paid
Sick Leave to the Niles Code of Ordinances
Cook County Board passed two Ordinances, the Minimum Wage and Paid Time
Off Ordinances, which requires business owners in Cook County to adhere to
certain regulations. Both ordinances require that each municipality in Cook
County adopt those regulations set forth in those ordinances by July 2017 or to
opt out. The Chair noted that nobody is against taking care of workers and
taking care of people. Most all of the surrounding municipalities are opting out
of the Cook County ordinance.

Village Manager Vinezeano offered a motion - I move to forward the Ordinance
prepared by the Village Attorney’s Office to the Board of Trustees May meeting
for consideration. On voice vote, all concurred.
b. Ordinance Adding Chapter 6 Alcoholic Beverages, Article II License, Sec. 6-34
Classification and Fees and Appendix D Fee Schedule to the Niles Code of
Ordinances
The ordinance allows for a salon to serve alcoholic beverages, specifically beer
and wine. There will be a three drink maximum per customer. Other
surrounding communities are also offering this type of service.
The second part of the ordinance will limit hours of operation to normal
business hours. The hours for the ordinance will be weekdays (Sunday through
Thursday) 9:00 a.m. to 9:00 p.m. and weekend (Friday and Saturday) 9:00 a.m. to
10:00 p.m. On voice vote all concurred. This ordinance will be sent to the Board
for approval at the May 23, 2017 Board meeting.
c. 457 Deferred Comp Providers
A recommendation was made to cap the amount of Deferred Comp Providers for
the Village to three companies. This decision was made by doing research
through Best Management Practices of other towns. The Village’s current
providers for deferred compensation are reputable companies that are
monitored and meet with Village staff on a quarterly basis. Companies that
solicit the Village for excess insurance and services will be reviewed by staff. A
recommendation was made that any company that solicits the Village for these
types of services will go through staff of the Human Resources Department first.
If staff of the Human Resources Department approves, the service will be
recommended for further review.
d. IPPFA/NPPFA 457 (b) Plan
A staff meeting with IPPFA will occur in the near future.
V. IT Project Updates
Steve Cusick reported on the IT projects. Cell phones are switched over from
AT&T to Verizon. The entire fleet of phones was upgraded to newer technology
while keeping the price the same the first year. Costs will go down every
subsequent year. Energov software implementation is making progress
including training and meetings. Foothold software for Family Services is
scheduled to go live next month. The IT Department will have an item on the
May 23, 2017 Board Agenda, a Resolution Authorizing the Sale and/or Disposal
of Personal Property (IT Equipment) Owned by the Village of Niles

VI. Open Discussion / Public Comment
Congratulations and Best Wishes to Kathy Barnat, Human Resources Director, on
her retirement.
No members of the Public were present for Public Comment.
VII. Next Meeting – Tentatively scheduled for Wednesday, June 14, 2017 at 8:45 a.m.
VIII. Adjournment
With unanimous approval the meeting was adjourned at 9:41 a.m.
