Meeting Summary
July 12, 2017
The following Voting Persons were in attendance: Chair George D. Alpogianis, Village Manager
Steve Vinezeano, IT Director Bill Shaw and Member Cammy Fortuna. Staff present were:
Marlene Victorine, Cathy Spadoni, Katy Darr, Ross Klicker. No members of the press or public
were present.
I. Call to Order
The meeting was called to order at 9:00 a.m. in Room 218 at the Niles
Administration Building.
II. Approve Meeting Summary – General Government/IT Committee –
June 21, 2017 – Approved, on voice vote all concurred.
III. Old Business
a. National Farmers Day/Steil Family Recognition: Approval of Sign
A small plaque in recognition of National Farmers Day and the Steil Family will be
erected at the Farm on Franks on September 26, 2017. Bob Steil, a
representative of the Steil Family, approved the plaque. A proof of the plaque
was presented to the General Government / IT Committee and the approval was
unanimous.
IV. New Business
a. Arts & Culture Advisory Council Master Plan
The third draft of the Arts and Council Master Plan prepared by the Lakota Group
was presented. The information for the plan was gathered by stake holder
interviews, artist interviews, two workshops and a survey. The Arts and Culture
Advisory Council approved this plan with a few minor changes at their July 10,
2017 meeting. The Chair suggested that the General Government / IT
Committee review the draft and share ideas to be discussed at the August
meeting. If the committee approves the plan with minor changes, the Arts and
Council Master Plan will be sent to the Board in August for a presentation and
approval.
V. IT Project Updates
An RFI was sent to Financial Software vendors to gather comparison information
that was requested. Five responses were received and the information is being
compiled.
The HR consulting team outlined a number of things that would be helpful on
implementing the HR Software project. It is important to use this valuable
feedback. A reduction in cost of the software was noted from an original amount
of $750,000.00 down to $250,000.00, an additional savings is also being sought.

WOW (Wide Open West) has finished installing their fiber; there is no cost to the
Village. Links are now up between Village Hall, Police, and Public Services; we are
experiencing four hundred times a better speed. IT is now starting to build on
this infrastructure between the three campus buildings.
The Energov (New Community Development Software) implementation is
moving along well.
VI. Open Discussion / Public Comment
The final documents and data for Tyler software will be reviewed at the next
General Government/IT Committee Meeting and then presented to the Finance
Committee at their August meeting for approval.
No members of the Public were present for Public Comment.
VII. Next Meeting – Tentatively scheduled for Wednesday, August 9, 2017 at 8:45 a.m.
VIII. Adjournment
With unanimous approval the meeting was adjourned at 9:25 a.m.
