Steve Vinezeano Acting Village Manager Andrew Vitale MIS – Sr. GIS Coordinator Rich Wlodarski Community Development Trustee Przybylo called the meeting to order at 8:05 a.m. Agenda Item #1 – Approval of Minutes The minutes of the April 12, 2013 meeting were approved. Agenda Item #2 – Old Business – Project Updates Cook County 2011 Parcels - Assessor data included A.Vitale reported that he and S. Cusick are working on updating our database to the Cook County 2011 parcels and assessor data. He thanked Trustee Przybylo for his help in procuring all of the Maine, Niles and Jefferson townships assessment information. He now has ownership information for all parcels outside of Niles to a very reasonable extent. This update will be completed within a week. Address Annotation A.Vitale handed out two maps showing address annotation, which is mapping information of house numbers. The maps are of different scales; one map shows individual house numbers and the other map shows address ranges. It was decided that the 1:6,000 scale is better than the 1:5,999 scale; and that showing individual house numbers on the 1:6,000 scale is more useful than showing address ranges. The goal is to have this available on Atlas when it is completed. It was noted that this annotation is very useful for emergency situations. GIS Steering Committee Meeting Minutes May 9, 2013 Glenview Dispatch Data Sharing A.Vitale reported that he has received a few more requests from Glenview regarding boundary and data issues. They are working on correcting this information for our police dispatch services. He has a script prepared to automate the exchange of data and is working on the automation process. Agenda Item #3 – New Business Multi-Modal Transportation Project Community Development has undertaken a multi-modal transportation project and has asked for numerous levels of GIS layers for that analysis and presentation. A.Vitale has provided that information, and is working with them on other aspects of the analysis and value added onto that data. Cook County Cultural Features Cook County has solicited all levels of government in Cook County for their cultural features (municipal buildings, schools, churches, etc.) in an effort to build a cultural features layer. A.Vitale has satisfied that request, omitting our water towers and reservoirs from the building layer. B.Shaw suggested that have a meeting with Community Development before the next GIS Steering Committee meeting to discuss including (via Business Licensing and permits) churches, restaurants, garage sales, etc. on our GIS layers. Trustee Przybylo added that the new Communication director should be a part of this meeting. This information would be a benefit to the public, and could be a potential for revenue. Agenda Item #4 – Other Completed Tasks / Items Demographic Data for Fitness Center The Niles Family Fitness Center submitted a request for some demographic data. A.Vitale believes he will receive more requests for census data from other departments. He will look into ways to streamline this process. Water & Sewer Configuration -Monroe (from Washington to Milwaukee) A.Vitale has received requests to review water and sewer configurations, particularly on Monroe from Washington to Milwaukee. The review has been completed. April 2013 Storm Mapping A.Vitale has mapped the flooding hot spots for the 2008, 2011 and April 2013 storms. The committee discussed how the data was collected, flooding patterns and the value and planning potential of such mapping. S. Vinezeano asked A.Vitale to send him these maps. S. Cusick suggested that we could map all of the building permits, which could then be filtered by type and by date range, so we can see all the building permits applications for any kind of flood control or prevention, and we could see on the map where that activity is happening and overlay it with the flooding data. This would be 100% automatic and would be live data; we 2 GIS Steering Committee Meeting Minutes May 9, 2013 would never have to take the time to map it again. A.Vitale added that we can automate almost any level of analysis between business licensing, permits, addresses – any database that we have in the Village. ***** Mayor Callero complimented the committee on its progress over the years. The steering committee, which began in 1999, has progressed very well and has done so much more than anticipated. Jennifer Gandy began the mapping process, and A.Vitale, who joined the Village in 2006, brought sewer and water along very rapidly to the level we have now. All the institutional knowledge has been mapped. Our current flood program would not be possible without what GIS has accomplished. He thanked the committee for all they have done. B. Shaw thanked Mayor Callero for his support over the years. Mayor Callero reminded B.Shaw of what has not been accomplished, and that is the training of the mayor and trustees on the use of Atlas. He asked that this be done and that he be called back in for this training. S. Vinezeano stated that he would like to see a five-year plan for the streets, sewers and all the major reconstruction projects. A.Vitale has ideas on how to accomplish this task. A.Vitale will investigate the cost of updating our orthophotography by joining another flight in the spring of 2014. Agenda Item #5 – Schedule Next Meeting The next meeting is scheduled for Thursday, June 13, 2013 at 8:00 a.m. in the 2nd floor conference room 218.
