Andrew Vitale called the meeting to order at 1:31 p.m.
Agenda Item #1 – Approval of Minutes
The minutes of the September 23, 2013 meeting were approved.
Agenda Item #2 – Old Business – Project Updates
Orthophotography – Review of Bid Schedule
A. Vitale introduced the Bid Specification for the orthophotography project. These were sent to the
Committee on Wednesday, November 6th, 2013. No initial comments or questions were offered.
Permission to go out to bid on this project is on the Board agenda for tomorrow (November 19th).
B. Shaw asked for a copy of the agenda item explanation form to be prepared in case there are
questions. A. Vitale reported that in accordance with what is best from those vendors likely to
respond, the Bid Specs will be published on December 11th (the day after the December meeting),
giving vendors approximately two and a half weeks to respond. All have indicated this time is
sufficient. A. Vitale then reviewed the project schedule with the Committee.
December 11th – Legal Notice Published
December 27th – Bid Opening
January 27th – Board Award
S. Cusick asked if this time frame poses any risks with scheduling a flight with O’Hare airspace. A.
Vitale reported that he has been assured by our potential vendors that it poses no risks. B. Shaw
asked if the Committee can review all responses before making a recommendation to the Board.

Groot Trash Collection Mapping
A.Vitale reported that, at S. Vinezeano’s request, he has completed the process of mapping metrics
of the Refuse Collection Contract currently held by Groot. Groot has asked for some further
background on the data comprising the maps, and SV has asked to review the maps as well. A.
Vitale will provide all information to all parties as needed, and continue to work with S. Vinezeano
to refine the maps for his use.
Cook County Municipal Village Application
A. Vitale has been working with Cook County GIS Department with their Municipal Village Data
Sharing Project, a pilot program which will automate the retrieval of planimetric datasets from
Cook County. This process can replace the need for the annual data sharing agreement between the
County and the Village of Niles for planimetric datasets. A resolution and data sharing agreement
would still be needed for the Assessors table (information of parcel owners) however. This toll will
probably not be ready in time for our next data sharing from the County which usually takes place
in December or January of the year. However, it is the County’s plan to have this tool available
sometime in the middle part of next year. C. Ostman asked if we can get access to the legal
description of the parcels as part of our regular data sharing. A. Vitale will check into this
possibility.
Fire Grids Updating
A. Vitale reported that he is waiting for final approval from the Fire Department regarding the
revised Fire Grids. Once approval is given, he will work with Fire in granting access to the new
Fire Grid Maps to whom they see fit.
Agenda Item #3 – New Business
Storm Water Committee – Permit Mapping
A. Vitale reported that he has been asked to map the Flood Control projects as part of the Flood
Control Assistance Program. He will be working with S. Cusick in preparing the data needed for
these mapping products. These maps will be shared according to how the Storm Water Committee
wishes.
Fire Hydrant Flow Test Results
A. Vitale reported that the results from the fire hydrant flow testing this past year have been
forwarded to him. These results came to him in the form of a single multi-page PDF
(approximately 1181 pages worth). Some work is needed to either break these into individual PDF
documents, or to find a way to easily work with the document in VueWorks. He will work with the
rest of the IT staff to look at options and see how it is best to proceed. A. Vitale stated that Public
Services has stated that they wish to have these test results (both current and historic) available for
viewing in VueWorks. A. Vitale did say that the most current test results are available in the GIS
database (Atlas, ArcView).
Water Infrastructure Updates
A. Vitale reported that all water infrastructure improvement projects of 2012 have been inserted into
the GIS database. This included the water main improvements on Merrill St, Western Ave, and

Monroe Ave. M. Nazzal has approved their inclusion and they are now available on all GIS
products (Atlas, ArcView, etc.).
Agenda Item #4 – Other Completed Tasks / Items
A. Vitale reported that Public Services might be looking into a project to number the Village
Streetlights along Waukegan Rd, and in the Elizabeth Ave / Grand Ave neighborhood. He will wait
for a decision from Public Services. If needed, he plans to assist however he may be needed.
Other Discussion
B. Shaw reported that Public Services have requested that IT begin working on a public facing
VueWorks User Portal. An initial meeting may be held soon after Thanksgiving, and GIS expertise
may be needed as part of the process.
Agenda Item #5 – Schedule Next Meeting
B. Shaw suggested that as the GIS Steering Committee is chaired by a Trustee and is therefore a
public meeting, it might be useful if a planned established meeting is chosen for the remainder of
the calendar year. A. Vitale will look into this for 2014.
For the immediate future, the next meeting is scheduled for Monday, December 16 2013 at 1:30
p.m. in the 2nd floor conference room 218. This time was chosen to match up with Trustee
Alpogianis’ preferred office hours.
The meeting was adjourned at 1:51 p.m.
