Vinezeano – Village Manager Persons in attendance: Andrew Vitale IT – Sr. GIS Coordinator Mousa Nazzal Engineering Superintendent Chuck Ostman Community Development – Director Bill Shaw IT – Director Rich Wlodarski Community Development Andrew Vitale called the meeting to order at 1:32 p.m. Agenda Item #1 – Approval of Minutes The minutes of the February 10, 2014 meeting were approved. Agenda Item #2 – Old Business – Project Updates Orthophotography – Project Kick-Off A. Vitale met with the representative from Sidwell Company who will be managing the orthophotography project on behalf of Sidwell. A. Vitale will be receiving updates at several points along the projects timeline. In the immediate future, he will be receiving updates on the proposed flight path, when equipment and tools (airplanes, surveying and ground control targeting crews) will be moved into place, etc. He will also be receiving notice of the flights occurrence at least 24 – 48 hours before or after the flight itself. A. Vitale is hoping to be notified just before the flight, but understands this might not always be possible. The time window for our flight is anywhere between the last week of March and the third week of April. The snow cover is still very deep in the area and the extreme cold temperatures this winter have made this kind of prediction unreliable. If flight conditions do not support a photograph in fitting with the specifications of the project, Sidwell is agreeable to holding off on a flight this spring, and taking up the project next year. Although this is a last resort, A. Vitale wanted to let the Committee know this is always a possibility which the Village and Sidwell is prepared for. Sidwell will need certain data sets shared just before and after the flight, and A. Vitale is prepared to share this. Cook County 2012 Aerial Photography GIS Steering Committee Meeting Minutes March 10, 2014 A Vitale recently downloaded the 2012 aerial image for Niles from Cook County. This will be added to Atlas and other GIS services and products soon, in addition to other layers requested by the Stormwater Commission. Fire Hydrant Flow Reports A Vitale reported that he decided to symbolize hydrants in the Fire Department Fire Grid maps based on the size of the main to which the hydrant is attached. Although using the gallons per minute (GPM) flow rate observed in the most recent flow test report would be ideal, he believes these reports may not be updated frequently enough given the volatility and fluctuating nature of a hydrants flow rate. For example, most flow tests are conducted every 1 – 2 years, our most recent test before 2013 was conducted five years prior in 2007. This is the basis of his recommendation. The Committee disagreed, and decided to use the most recent GPM flow test results. The Committee decided to use this incident as a reminder to Public Services of the importance of keeping GPM flow rate up to date. It was decided that if these flow tests are not conducted in 2 – 3 years (2016 at the latest), Public Services would be notified, and that the potential for misrepresentation of the flow rate of these hydrants is quite high. Only then would the possibility of using main size for symbolization will be considered. Until that time, GPM based on flow rate should be used whenever possible. Private Water Main C Ostman had concerns about the representation of Private water mains on our Water Atlases. There are guidelines to follow on when a water main is publicly vs. privately owned and maintained. A Vitale noted that he has the capability to note a public vs. privately owned and / or maintained water main. And they can be drawn with all possible combinations. He noted that currently water mains are drawn in our Atlases based on ownership, not maintenance. This issue may become prominent during future annexations as well. It was agreed that A Vitale will review how water mains are being symbolized on current Water Atlas maps and on Atlas. He will then ask Chuck and Public Services to review private vs .public water mains and report errors or changes to him directly. Stormwater Commission A Vitale is working on developing several layers of importance to the Storm water Commission. These include: - Flood Control Assistance o Those address who have applied to be part of the Flood Control Assistance Program (including those with permits, or permits pending). - Flood Control Permits o Those structures who (according to the CityView data) have received a flood control permit since 2003. - Perceived Flood Damage from recent storms (empirical and non-empirical evidence) in 2008, 2011, and 2013 o Empirical and non-empirical observed incidents of street and yard flooding o For Stormwater Commission viewing only to begin with. - Tier 1 Lines and Construction Zones o The rough location of work and construction activity to support the Tier 1 Capital Improvement Projects as part of the Stormwater Plan. o This can introduce misperceptions, this layers’ final inclusion is not certain. These layers will initially be viewable only to Stormwater Commission viewing 2 GIS Steering Committee Meeting Minutes March 10, 2014 GIS Budget The GIS budget was presented for FY 2014 -15. A Vitale noted that the GIS Budget expenditure has dropped consistently for the last three budget cycles, and is now at its lowest request level in his 8 year tenure at the Village. Similarly, FY 2015 would represent the lowest contribution from the MIS department in the last three budget cycles. For FY 2015, GIS is poised to provide more products, services, and applications than ever before, including: - a new orthophotograph - replacing the mapping engine used in the Interactive Mapping portion of Atlas - further enhancing mobile mapping and data maintenance in the field Cook County Data Sharing Cook County has delivered the assessment table for the Village as promised by our Data Sharing Agreement signed earlier this year. This delivery however, only included the assessment information for the Village of Niles itself, not for the townships of Maine, Niles, and Jefferson as requested in the final agreement. A Vitale will work with the Cook County Assessor Office to deliver the data as originally promised and agreed to. Agenda Item #3 – New Business NOVUS Agenda A Vitale has provided several months’ worth of agenda items, minutes, appendixes and handouts to the MIS department for testing the new paperless NOVUS Agenda software package. Sidwell Pages A Vitale has made contact with a representative at Sidwell for the regular updating of our digital Sidwell pages to be used by Community Development and available on Atlas. He will keep the committee informed on progress. Agenda Item #4 – Looking Ahead Orthophotography A Vitale will keep the committee informed on any progress and milestones regarding the orthophotography project. The paneling of the ground control points, the submittal of a proposed flight plan, and the occurrence of the flight itself are the next major milestones. Additional Atlas Layers A Vitale will keep the Committee informed when new layers are added to Atlas and other GIS products. Agenda Item #5 – Next Meeting The next meeting was tentatively scheduled for April 14, 2014 at 1:30 pm.
