“Where People Count” INFORMATION TECHNOLOGY 1000 Civic Center Drive, Niles, Illinois 60714 Telephone (847) 588-8000 Fax (847) 588-8050 GIS Steering Committee Meeting July 23, 2014 Co-Chairs: George Alpogianis – Trustee Steven C. Vinezeano – Village Manager Persons in attendance: Andrew Vitale Sr. GIS Coordinator – IT Steve Cusick IT Bob Pilat Public Services Bill Shaw IT Rich Wlodarski Community Development Andrew Vitale called the meeting to order at 8:06 a.m. Agenda Item #1 – Approval of Minutes The minutes of the May 8, 2014 meeting were approved. Agenda Item #2 – Old Business – Project Updates Orthophotography A Vitale presented samples from Sidwell of the final product if the Committee chooses to go forward with the project. This final product would be based on the native 4 inch resolution imagery resampled to a 3 inch resolution. The final points of the Committee were: - The resampled 4 inch resolution would support Village business functions and tasks needed from the orthophotography. - The difficulty in coordinating a flight with O’Hare airport would most likely continue into the foreseeable future. - The cost savings of the current Sidwell contract should be utilized, rather than risking the possibility of a flight in the future at a potential higher cost. Therefore, the Committee decided to go forward with the project from Sidwell using the native 4 inch resolution images which will be resampled to represent a 3 inch resolution photograph. ArcGIS Server Update The Committee agreed that while ArcGIS Online has possibilities in our future for online mapping products, further research and testing will be needed when we do upgrade from ArcIMS to ArcGIS Server as our preferred online mapping engine. A Vitale will keep the Committee informed as to the upgrade process in light of other IT related projects and availability. Agenda Item #3 – New Business ArcGIS Server A Vitale reported that as part of his initial investigation into ArcGIS Server, several potential future projects may be needed. These include: - The Local Government Information Model (LGIM) – an advanced data model recommended by ESRI to easier facilitate the use of other ArcGIS Server and ArcGIS Online maps and apps. - ESRI Community Basemap Program – A method of online open data sharing among communities for the purposes of creating a seamless basemap of community information. Niles is not currently participating in this program; however A Vitale will learn more in the near future and return to the committee with a recommendation. VueWorks / GIS Asset Layer Change Notification This notification project is on hold temporarily until the a delivery date will be known for the orthophtography data. A Vitale will work with S Cusick and R Wlodarski once this data is known. Planimetric Data Update & Maintenance This project follows the same time line as the GIS Asset Layer Change Notification Project. Once the delivery date of the orthophtography is known, A Vitale will work with S Cusick and R Wlodarski once this date is known. Address – Flood Zone Designation A Vitale was informed by Engineering that if the parcel on which a property sits intersects one or more than one flood zone designation, all flood zones must be reported, not just one. Currently, Atlas only reports one of the intersecting flood zone designations. M Nazzal will check on FEMA regulations on whether one or all flood zones intersecting with a properties parcel must be reported. He will inform A Vitale as soon as he finds out. If all flood zones need to be reported, further work may be needed by A Vitale and S Cusick to modify how these flood zones are reported on Atlas. Sidwell Pages A Vitale is waiting for further word from C Ostman on the status of the delivery of new Sidwell Pages for inclusion into Atlas. Agenda Item #4 – Completed / Ongoing Projects - Public Services o Sewer CCTV – Size and Ownership designation. Once complete, A Vitale will provide J Grana with all maps and spreadsheets needed to support the contracting of the Sewer CCTV project. o Tree Trimming – A Vitale is working with Forestry in completing the size and ownership of trees throughout the Village. o Streets – A Vitale and S Cusick are working on finalizing the designation of a “From” and a “To” street for each street segment throughout the Village. This is in response to a request from D Randolph from Engineering. Agenda Item #5 – Next Meeting The next meeting was tentatively scheduled for June 4, 2014 at 8:30 am.
