“Where People Count” INFORMATION TECHNOLOGY 1000 Civic Center Drive, Niles, Illinois 60714 Telephone (847) 588-8000 Fax (847) 588-8050 GIS Steering Committee Meeting July 23, 2015 Co-Chairs: George Alpogianis – Trustee Steven C. Vinezeano – Village Manager Andrew Vitale called the meeting to order at 1:02 p.m. Agenda Item #1 – Old Business – Project Updates Cook County Data Update A. Vitale reported that the Parcel Assessment data from the County as part of the Data Sharing Resolution passed by the Board on April 28, 2015 has not yet arrived. He is diligently working with representatives at the Cook County Assessor’s Office to ascertain the delay, and to obtain the data as quickly as possible. Once the data arrives, a variety of updates can take place including:  Update of the parcel polygon and assessment information from 2012 to 2013.  All other planimetric data from the County can be implemented. Niles Orthophtography & Planimetric Data Update A. Vitale reported that the orthophotography flown back in April of 2014 has now been delivered in hard copy on a foam core backing. The print measures approximately 3’ wide by 4’ tall and was presented to the Committee. He will investigate the best place to mount or display this photograph. The planimetric data derived from this photograph has been received and approved, but is not yet implemented. S. Cusick and A. Vitale would prefer to implement a notification system on certain planimetric layers that would enable A. Vitale to better work with other departments in an effort to keep relevant planimetric layers up to date. It is also their preference that the Village planimetric data be updated at the same time as the Cook County parcel polygons and planimetric data. Once the parcel polygons have been updated, A. Vitale will contact S. Cusick for the implementation of this notification system. Data Sharing with Engineering Working with the Engineering Department, A. Vitale has implemented a mechanism to actively share up to date data with the Engineering Department. Relevant GIS layers (as requested by Engineering) in a usable format are now shared and updated nightly. Agenda Item #2 – New Business Atlas  Secured Layers A. Vitale reported that the next step in the process of the development of Atlas will be the display of secured layers. Previously, Atlas was able to display a series of secured layers based on a user’s Village login. It is the intention of A. Vitale and the rest of the IT department to institute this functionality in the current version of Atlas as well. A. Vitale and IT staff will coordinate on scheduling and building a working plan for the implementation of this security process.  Garage Sale Permits A. Vitale presented a prototype site, similar to Atlas, for the display of Garage Sale Permits for the Community Development Department. While the Committee liked this draft web site, the Committee agreed that there is more work to be done on the workflow behind the scenes, and additional technical processes before such data could be mapped and presented to the public on our Web Site. S. Cusick explained some of the technical questions and challenges of these tasks to the Committee. It was agreed that these technical issues should be resolved before the mapping effort continue.  Future sites A. Vitale presented concepts and a few examples of future sites (similar to Atlas) he is developing using the newly purchased Geocortex software. These sites included: o Infrastructure - This will contain all infrastructure data including water, sewer, trees, streets, signs, etc. o Property – A site to include all relevant cadastral information including parcels, buildings and addresses. Vueworks J. Grana raised the issue of displaying the infrastructure data for communities outside of Niles in Vueworks. This was done in the past, but removed over performance concerns. S. Cusick and B. Shaw agreed that these performance concerns can likely be contained. It was agreed that these additional layers should be added to Vueworks, and that the performance of the software and servers be closely monitored. If there is any significant change in server / software performance, the issue will be re-addressed. Data Maintenance A. Vitale reported that he and S. Cusick are working on a process that could greatly reduce the turnaround time when making edits to multiple layers in the GIS. This Calculate Field Automation Tool (CalcField Engine) could enable A. Vitale to save considerable time and keep a good handle on the integrity of the attribute data in our GIS. Agenda Item #3 – Other Items A. Vitale will be taking additional training on Geocortex on August 12 – 13. This training will cover the Geocortex Essentials Manager tools. A. Vitale has been actively participating on the project to optimize the snow routes for the upcoming snow season. He is working with both Public Services and the chosen Contractor designing the routes, and will report back any relevant information to the Committee. J. Grana and A. Vitale have collaborated on the inclusion of all Water Atlas Notes into our GIS. This will allow all users of the water layers to see the same up to date Atlas Notes across all GIS platforms, both now and in the future. A. Vitale noted there were a few places where the data we maintain differed from similar data delivered by the County. These included our Village boundary, and the jurisdiction of certain roads in the Village. A. Vitale will work the respective departments on these issues, and report back any relevant findings to the Committee. Agenda Item #5 – Next Meeting The next meeting was tentatively scheduled for October 28, 2015 at 1:00 p.m. The meeting was adjourned at 1:56 p.m. Steering Committee Members George Alpogianis Trustee atp@vniles.com 847-588-8003 Steven Vinezeano Village Manager scv@vniles.com 847-588-8007 Bill Shaw IT Director wfs@vniles.com 847-588-8015 Andrew Vitale IT – Sr. GIS Coordinator ajv@vniles.com 847-588-8022 Steve Cusick IT src@vniles.com 847-588-8018 Moses Nazzal Engineering Superintendent mhn@vniles.com 847-588-7924 Scott Jochim Public Services Director snj@vniles.com 847-588-7901 Bob Pilat Public Services rmp@vniles.com 847-588-7926 Rich Wlodarski Community Development rjw@vniles.com 847-588-8085
