Milwaukee Avenue Streetscape Committee MEETING SUMMARY Thursday, May 17, 2012 The following persons were present: Chair Chris Hanusiak, Chuck Ostman, Bob Pilat and Steve Vinezeano. Also in attendance was Katie Schneider of the Chamber of Commerce and Village Attorney Joseph Annunzio. Chair Hanusiak opened the meeting at 10:30 a.m. I. Approve Draft Meeting Summaries: a. The Committee approved the draft summary from Tuesday, April 24, 2012. II. Old Business: a. Niles Chamber of Commerce and Industry Banner Program. Katie asked about the term of the contract in #6 on the Agreement. Joe stated that it cannot be open ended or forever. There was discussion about the life of the banners. Katie asked for a one year term that terminates on August 31, 2013. Review for renewal was requested, instead of terminate. Would the Chamber need to return to the Board of Trustees for the review? The program only exists if the Village program exists. Ostman hopes that more banners are purchased annually. Katie cannot account for every scenario regarding placement until they know which businesses will buy a banner. She is requesting wording on #2 be changed to “Final determination of banner placement will be decided by the Chamber.” She requested that “consent by Village” be removed on replacement. Katie voiced a concern about the “banners in front of competing businesses” language. She stated that there could be three lawyers in front of the same banner and only one wants to buy a banner. Chuck asked about the timing of the installation of the banners. He believes that in the middle of July the poles will be painted and ready for banners. Katie said she would be ready by July 15th. Chris of HR Green should be contacted about the timing issue. Once the proof is Okayed, they will go to print. We just need to communicate our need to them. The goal will be to get the (Dine) banners up by August 1st or middle of August. In the middle of July, Katie can install the tails. These banners would stay up till the first of November when the holiday decorations go up. Bob stated that Public Services is working on getting the banners hung in the “flower” room. Katie asked about the tail self locking nuts used. The Village Attorney will put together the changes for the packet. Katie asked what will be required from her. Vinezeano reminded her that she needed something for the Mayor showing that her elected board approves of the program and the agreement with the Village. Ostman will get a banner to hang up in the Chamber. III. New Business: a. Planting of Existing and Future Decorative Pots. Bob outlined a plan from Ives/Ryan. The detail from them included environmentally friendly perennials that are more drought resistant and from a climate north of here to see if they make it through the winter. Maybe they will last several years. Chris’ Landscape won the bid. Three by police and three by maintenance garage. Vinezeano asked about those in the current project being worked on. b. Existing Streetscape Furniture in Old Maintenance Building. Ostman had no answers on this yet. It was discussed that it was several benches that were repainted, trash cans, and pots. The pots may not be necessary because of the large planters now on site. Ives/Ryan has an agreement in the packet next week. There was discussion about how the seating on the planters may be uncomfortable for some visitors, so benches may be needed. c. PACE Bus Stop Locations Update. There were no responses from PACE on this. 270 Pace Bus will be eliminating some stops, so the location of the pads and electrical base is important. IV. Open Discussion Items. a. ITEP 4. Bob outlined how two grants should be requested. One from Oakton to Monroe left undone and one for preliminary phase one- engineering. There were several letters of support provided by elected officials. It is unknown how long we will need to wait to hear about the award. About $1M was sent for the construction and $300K for the planning. Bob followed the Committee’s recommendation on the grants, which was to write the grant with the scope of work from Albion to the northern border with construction to be done north of Oakton to Monroe and Phase I planning to be done from Monroe to the northern border. If things must or can be done south of Oakton, then it may be easier to make it happen. V. Adjournment at 11:06 a.m. Next meeting TBD.
