MARCH 13, 2014 MEETING SUMMARY
CALL TO ORDER
The meeting was called to order by Co‐Chair Jekot at 8:03 a.m.

APP0VAL OF MEETING SUMMARY
R. Klicker made a motion, seconded by M. Nazzal, to approve the November 14, 2013
meeting summary notes as presented. The motion passed unanimously.
DISCUSSION OF ITEP PHASE IV PLANS
The Committee reviewed the revised plans for improvements north of Oakton Street
(Phase IV). R. Klicker pointed‐out the differences between previous versions. M. Nazzal
said that the plans will need to be given to I‐DOT and approved by I‐DOT.
J. Speaker from Comforts of Home stated that no one on her block plows snow except
her. She expressed concerns about the loss of parking. R. Klicker suggested converting
some of the angle‐parking in front of Comforts of Home to 90‐degree parking, similar to
what was done in front of the China Star. This change would also require the curb‐cut
to be widened. The committee agreed that these changes should be made.
M. Nazzal stated that the ‘finger’ at the intersection of Oriel and Milwaukee Avenue—as
shown in Option 1—would be a problem for plowing. The committee agreed the plan
shown in Option 2 is better.

R. Klicker suggested that a Special Service Area (SSA) be created to address plowing,
parking lot improvements such as repaving, and maintenance of planters that are
planned to be installed. L. Preston asked if creating such an SSA requires ‘one vote per
property owner’, or if the vote is based on street frontage or square footage of
property. R. Klicker said the Village Attorney will need to answer that question. B.
Sylvester asked if the Village could repave the entire parking lot in front of these
businesses—including the portion in the Right‐of‐Way and the portion on private
property—and then be reimbursed by the SSA. The Committee believed that
arrangement would be possible. J. Jekot asked if the SSA would cover only one block on
one side of Milwaukee Avenue, or cover all of the area included in the ITEP Phase IV
area. R. Klicker thought that an SSA could start with just the eastern side of Milwaukee
Avenue, while L. Preston thought the SSA should cover the entire area.
J. Speaker asked what the timeline is for installing improvements. R. Klicker stated that
improvements will probably not be installed until 2015, and work on creating the SSA
could be done in the interim.
The Committee agreed that HR Green should revise the plans as discussed at the
beginning of the meeting. These revised/final plans will then need to be presented to I‐
DOT for their approval, after which they could be shown to the property owners and
businesses in the area before being presented to the Village Board for
adoption/ratification. Work to create an SSA will also need to be undertaken.
L. Preston asked if any work is planned along Milwaukee Avenue during 2014. M. Nazzal
mentioned traffic‐signal work that will be done at the intersection of Main Street and
Milwaukee Avenue and also storm water management work that will be done in
Maryhill Cemetery.
