JULY 24, 2014 MEETING SUMMARY
CALL TO ORDER
The meeting was called to order by Co‐Chair Jekot at 8:06 a.m.

APP0VAL OF MEETING SUMMARY
J. Jekot made a motion, seconded by M. Nazzal, to approve the May 8, 2014 meeting
summary notes as presented. The motion passed unanimously.
DISCUSSION OF ITEP PHASE IV PLANS
B. Pilat provided an update to the Committee on the meeting held with IDOT regarding
ITEP IV, which is the section of Milwaukee Avenue from Oakton Street to Monroe
Street. Overall the meeting provided an update to IDOT on the ITEP IV status, however
the main reason of the meeting was to discuss the coordination of the ITEP project with
IDOT’s planned resurfacing of Milwaukee Avenue in 2015. IDOT plans to resurface
Milwaukee Avenue from Glenview Road to Harts Road.
IDOT agreed with the need to coordinate the projects, therefore IDOT will place
information regarding our project within their specification informing bidders there is an
adjacent contract, and that resurfacing of the section within the streetscape area
(Oakton to Monroe) is not to be completed until the streetscape construction has been
completed.
Another topic discussed was the need for the Village to provide a letter requesting
permission to continue using the same streetscape elements, such as brick pavers,

benches, planter boxes, trash receptacles, etc. as had been used in previous projects.
This letter was submitted to IDOT.
MILWAUKEE AVENUE TRAFFIC SIGNAL IMPROVEMENT UPDATE
An update regarding the current traffic signal improvement at Milwaukee Avenue and
Main Street was provided by B. Pilat. The contractor has installed new posts and mast
arms and is currently connecting the electric and sensors to the control cabinet. This
project is proceeding much quicker than the Milwaukee and Harlem/Howard
intersection. M. Nazzal also mentioned the contractor is making the intersections
handicapped accessible as well.
ITEP PHASE II AND III UPDATE
The one item remaining open from this project is the condition of the trees installed,
generally in the area from Oakton Street on the north to the Oasis Pool exit on the
south. B. Pilat stated the landscaper that installed the trees provided a two year
warranty instead of the customary one year warranty due to issues experienced at the
time of the original planting.
The Village believes there are 33 trees in need of replacement. IDOT has instructed the
landscaper to complete the replacements as well as some additional work. Once all of
this work has been completed funds will be released to the landscaper. Public Works
will select the trees to be planted at the nursery.
MILWAUKEE AVENUE STREET LIGHTING REPAIR/REPLACEMENT UPDATE
Last year the structural integrity testing of half the streetlights along Milwaukee Avenue
found a number of them to be deficient. Because the Village is interested in replacing
the existing streetlights with new streetlight poles with LED lighting spaced a greater
distance apart, we have been working with the company that completed the testing to
develop a proposal for short term repairs of the deficient poles until such time as new
poles can be installed. After several months, B. Pilat said they provided a proposal to
make these repairs at a cost of approximately $842 per pole.
At this point in time no decision has been made how we will proceed. Options include
trying the repairs on a limited basis, awarding a full contract to the vendor that supplied
the quote or going out to bid for the project.
UNFINISHED BUSINESS
B. Sylvester explained to the Committee that Camiros has been developing a Land Use
Plan along Milwaukee Avenue, which provides plans for development on private
property. This document is currently being reviewed by the Community Development

Department. Bruce said he will distribute copies of the plan to the Milwaukee Avenue
Corridor Committee so it can be discussed at the next meeting.

There being no further business, a motion was made by J. Jekot, seconded by M. Nazzal
to adjourn the meeting. The motion passed unanimously and the meeting adjourned at
8:46 a.m.
