MILWAUKEE AVENUE CORRIDOR COMMITTEE APRIL 23, 2015 MEETING SUMMARY CALL TO ORDER The meeting was called to order by Co-Chair Jekot at 7:00 p.m. ATTENDANCE The following Committee members were in attendance:  John Jekot, Village Trustee  Ross Klicker, Economic Development Coordinator  Bob Pilat, Admin. Asst. to Director of Public Services  Danette Matyas, Village Trustee EXCUSED  Moses Nazzal, Superintendent of Engineering  Bruce Sylvester, Senior Planner Others in attendance were:  Mary Anderson, Director of Public Services  Mike Hudspeth, Baxter & Woodman Consulting Engineers  Tom Powers, Civil Engineer II  Louella Preston, Resident APPROVAL OF MEETING SUMMARY R. Klicker made a motion, seconded by D. Matyas, to approve the February 12, 2015 meeting summary notes as presented. The motion passed unanimously. ITEP IV – PRECONSTRUCTION MEETING UPDATE B. Pilat provided an update regarding the preconstruction meeting held at IDOT offices in Schaumburg regarding the ITEP IV project. This project involves streetscape improvements on Milwaukee Avenue from Oakton Street to Monroe Street. As the contract for the project is between IDOT and the contractor, Martam Construction, IDOT chaired the meeting and discussed several contract requirements. The contractor will begin the project on Monday, May 11, 2015 and should be completed by August 1, 2015. A copy of a letter being distributed to businesses in the area advising them of the construction schedule was provided to committee members. R. Klicker mentioned there was discussion with the contractor about businesses that were interested in obtaining pricing from the contractor to resurface the section of Page 1 of 3 parking lots owned by the businesses. There was general discussion about the scope of the project. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS It was stated by B. Pilat that the Village’s proposed FY16 budget includes funding for Phase I streetscape engineering for the area on Milwaukee Avenue from Monroe Street to Greenwood Avenue. A draft Request for Proposals was submitted to staff and committee members for comment. This RFP takes into account lessons learned from the past projects and incorporates it into the language as well as other issues, such as environmental issues. If there were any additional comments regarding the draft RFP please provide them as soon as possible. The goal was to solicit proposals in early May, and award a contract at the June Village Board meeting. BUS TOUR OF VARIOUS LIGHTING OPTIONS FOR MILWAUKEE AVENUE B. Pilat explained the nature of the tour this evening and to consider pole, mast arm and fixture type when viewing the poles. As there are several locations with different lighting fixtures throughout the Chicagoland area, a handout of other locations with information about the types of fixtures at these locations was provided. Committee members were encouraged to view these fixtures should their travels take them to these areas. At this time the meeting was recessed at 7:13 so the committee could travel to view street light poles and fixtures at the first location. The meeting was reconvened at 7:46 p.m. at Bessie Coleman Drive and Schlitz Road in Chicago, Illinois. All committee members were present. Committee members viewed the poles and fixtures at this location. The fixture was a GE Evolve cobra head style fixture with LED lights. There was general discussion about the look of the light fixture and the intensity of the light. M. Hudspeth stated the poles at this location are about the same height he is recommending for the poles along Milwaukee Avenue. The fixture being considered for Niles would have one additional array of lights and extend out another 12” into the roadway. It was noted that the lights had slightly different light color when looking directly at the luminaire. M. Hudspeth stated that the angle that you view the light affects the perception of color. So a light across the street would appear differently than one directly above your vantage point. He also stated that the LED quality control ensures that the diodes used for a certain Page 2 of 3 fixture are matched from the same bin but different bin batches used in different fixtures could result in differences in light color between the same model of fixture. He also stated the spacing along Bessie Coleman Drive is about 50 feet closer together than the planned spacing for Milwaukee Avenue. The meeting was recessed at 7:56 p.m. The meeting was reconvened at 8:26 p.m. at 7036 Roosevelt Road, Oak Park, Illinois. All committee members were present. Committee members viewed the poles and fixtures at this location. The fixture was a Sternberg Omega fixture with HID lights. There was general discussion about the look of the light fixture and the intensity of the light. The mast arms were shorter and “candy cane” styled which would not be long enough for Milwaukee Avenue. It is stated a longer mast arm would be required. It was also stated that fixtures would most likely have a smart city transponder on top which would also affect the mast arm mount. There were comments that the base on this pole was too large for some of the narrow right-of-way locations along Milwaukee in Niles. It was noted that the poles had a decorative disk with a custom logo attached to the mast arm. It was also noted the decorative disk logo was difficult to see at night time. The meeting was recessed at 8:36 p.m. The meeting was reconvened at 8:46 p.m. at Marion Street and Pleasant Street, Oak Park, Illinois. All committee members were present. Committee members viewed the poles and fixtures at this location. The fixture was a Sternberg Libertyville with LED lights. There was general discussion about the look of the light fixture and the intensity of the light. Trustee Jekot asked if the light could be recessed similar to the GE fixture for Libertyville fixture with skirt. T. Powers indicated the tear drop bulb could be substituted with a flat or Sag lens which would make the light source more recessed in the fixture. There were comments the narrow pole base on the Marion poles was more appropriate for the Milwaukee avenue project. There were comments that these Libertyville fixtures were preferable to the Omega fixture but there was were also comments that these fixtures might not be the right fit for Milwaukee Avenue. ADJOURNMENT There being no further business, a motion was made by R. Klicker, seconded by D. Matyas to adjourn the meeting.
