The Niles Plan Commission and Zoning Board of Appeals was called to order
at 7:00 P.M.
Chairman Kanelos asked everyone to stand for the Pledge of Allegiance.
Present along with Chairman Thomas Kanelos was Village Attorney Joseph
Annunzio, Commissioners Karen Dimond, Thomas Surace, Angelo Troiani,
Barbara Nakanishi, Robert Schulter and Morgan Dubiel. Also present was
Charles Ostman, Director of Community Development and Bruce Sylvester,
Senior Planner.
Chairman Kanelos asked if there were any additions, clarifications or
corrections to the minutes of January 7, 2013. There were none.
Commissioner Troiani moved to approve the minutes of January 7, 2013.
Seconded by Commissioner Dubiel, on roll call the vote was:

Charles Ostman, Director of Community Development, presented case 13-ZP-
03. Legal notice for this case was published on January 17, 2013 in The
Bugle newspaper. Letters were mailed out to all properties located within
250 feet of the subject property. The property is a gas station that has been
closed for two years and would now be gutted, refaced and have new canopies
put up. The canopies are what are driving the variations. Staff feels the two
requests for variations should be granted.
Chairman Kanelos asked if any of the Commissioners had questions for Mr.
Ostman. There were a few questions asked and answered. He then asked if
anyone in the audience had a question for the Commissioners.
Ted Bell, 8815 Greenwood Ave., Niles, IL 60714 stepped to the podium and
was sworn in. He was concerned about the opening between the existing gas
station and the parking lot along the east side that belongs to Baker’s
Square. Right now there is an opening that allows the traffic to cut through.
He was assured this opening will be closed.
Chairman Kanelos called for the petitioner to come forward. Instead of the

petitioner, the architect for the project stepped forward.
Gregory Ziomek, 4121 N. Pulaski, Chicago, IL came to the podium and was
sworn in. He went into a lengthy discussion about the pluses and minuses of
this project. He spoke about how the gas station would be completely gutted
inside and remodeled. The original service bays will be removed and the
interior made into a mini mart. Outside, there would be a new exterior along
with brick poles holding up new canopies. During his presentation, there
were architectural renderings on the overhead for all to see. As the gas
station is now, there are two access openings on the Dempster Street side of
the station, and two more on the Greenwood Avenue side of the station. One
access point on each street would be eliminated leaving one opening on
Dempster and one on Greenwood. This would allow for better traffic flow.
Vice-Chairman Dimond asked if there would be gutters around the canopies.
Mr. Ziomek stated the water flow is pitched inward on top of the canopies
toward the center into a gutter system inside the decorative poles that
support the canopies.
Emmanuel Joseph, the petitioner, came forward and was sworn in. His
address is 7916 Arcadia, Morton Grove, IL 60053. He is one of three
partners in this project. The two other gentlemen were unable to attend
tonight’s meeting.
The Commissioners asked a few questions. Those questions were answered.
There were no more questions from the Commissioners or the public.
Chairman Kanelos entertained a motion.

Mr. Ostman presented 13-ZP-04 Raymond C. Song, dba “Kickin’ Burgers and
Wings, Inc.”, 8340 Callie Avenue, Morton Grove, IL 60053 - requesting
approval of a Special Use to Appendix B Section VIII (B)(3)(z) to operate a
full service restaurant and parking credits per Appendix B Section X
(B)(10)(nn) at 9196 W. Golf Rd., Niles, Illinois 60714, PIN #09-10-401-048-
0000. This would be a thirty-eight seat restaurant. It is at the end of a strip
center where there is ample parking. He said the Community Development
Department had no objection to this petition.
Chairman Kanelos called for the petitioner to come to the podium.
Mr. Song was unable to attend tonight’s meeting due to illness. His nephew,
Hung Lee, along with translator, T. David Choe, stepped forward to be sworn
in.

assistance. The site is now vacant and has one bathroom. They would be

60053 requesting approval of a Special Use to Appendix B Section VIII
(B)(3)(z) to operate a full service restaurant and parking credits per Appendix
B Section X (B)(10)(nn) at 9196 W. Golf Rd., Niles, Illinois 60714, PIN #09-
10-401-048-0000.

Chairman Kanelos stated this Board is a recommending board to the Board

Development, and ask to be placed on the Board of Trustees agenda. The
petitioner will be notified of the date. If anyone in the audience would like to
