The Niles Planning and Zoning Board was called to order at 7:05 P.M. All
rose for the Pledge of Allegiance.
PRESENT: 6 Chairman Thomas Kanelos, Commissioners
Susan DeBartolo, Robert Schulter, Barbara
Nakanishi, Thomas Parala, Morgan Dubiel
Also present was Director of Community Development Charles Ostman, Senior
Planner Bruce Sylvester and Village Attorney Danielle Grcic.
Commissioner Ted Karabatsos and Commissioner Emeritus Angelo Troiani were
absent.
APPROVAL OF MINUTES
Chairman Kanelos asked if there were any additions, clarifications or corrections
to the minutes of July 10, 2017. There were none.
Commissioner Dubiel wanted to draw attention to page 7. Not a correction but it
was mentioned that in tonight’s meeting the Board would cover variations for
carports. Can that be on the agenda for next month?
Chairman Kanelos asked Director Charles Ostman if that could be discussed
when they have proposals for changes to the sign ordinace. Also to next
meeting’s agenda please add discussion for the carport issue to be allowed so
people don’t have to go through this process. Finally, there was a request for
petitioners to send registered letters. If these three things could be on the
agenda for next month or two of the three, unless there is something on the sign
ordinance.
Mr. Ostman said there won’t be anything on the sign ordinance.
Commissioner Dubiel asked if it could be on the agenda, just in case a proposal
would come through.
Chairman Kanelos said generally you would make suggestions that would get
taken back to the Planning and Zoning Committee of the Board of Trustees.
But yes, if he has suggestions, put it on the agenda.
Commissioner Dubiel moved to approve the minutes of July 10, 2017.
Seconded by Commissioner DeBartolo, on roll call the vote was:
AYES: 6 Dubiel, DeBartolo, Schulter, Nakanishi,
Parala, Kanelos
ABSENT: 1 Karabatsos

17-ZP-18 Requesting approval of a ‘gas station ’ special use permit per
Village Ordinance Appendix B, Section 8.2(A) to allow a gas
station at 8401 Milwaukee Avenue.
17-ZP-19 Requesting approval of a variation from Niles Zoning Ordinance
Section 5.3 for rear yard set-back requirements for a proposed
expansion of an existing gas station building at 8401 Milwaukee
Avenue.
17-ZP-20 Requesting approval of a ‘bar’ special use permit at 7421
Milwaukee Avenue per Village Ordinance Appendix B, Section
8.2(A) to allow a proposed bar at 7421 Milwaukee Avenue.

Chairman Kanelos called for the first item on tonight's agenda.
17-ZP-18 Requesting approval of a ‘gas station ’ special use permit per
Village Ordinance Appendix B, Section 8.2(A) to allow a gas
station at 8401 Milwaukee Avenue.
It has come to the attention of Chairman Kanelos the required sign for public
notice [and he saw for himself] is not on the property.
Senior Planner Bruce Sylvester said he can confirm there is no sign on the
property. Every month he fills out a form to make sure the sign gets placed
on the property. For the items on tonight’s agenda, he did not do that. So
there were no signs placed on the property for either case on tonight’s
agenda.
Chairman Kanelos said unfortunately, as advised by Village Attorney
Danielle Grcic, since there were no signs posted, all the items for tonight
should be tabled until next month. So let’s start with 17-ZP-18. He
entertained a motion to table.
Commissioner Dubiel moved to table item 17-ZP-18.
