I. Call to Order
Chair Lindsay Brubaker called the meeting of the Public Arts & Culture Advisory Council to
order at 5:02 p.m. on Monday, January 11, 2016 at the Niles Historical and Cultural Center,
8970 N. Milwaukee Avenue.
II. Approval of Meeting Summary
Steve Vinezeano made a motion, seconded by Mayor Przybylo, to approve the meeting
summary of November 9, 2015. On voice vote, all concurred.

III. New Business
a. Proposed 2016-2017 Budget
Master Plan $30,000.00
The Master Plan will provide direction to the Council's purpose, which is to assist in
furthering the arts, culture and special events in the Village of Niles. This Master Plan
will be an addendum to the 2030 Comprehensive Plan. Public feedback will be an
important component of the Plan. A subcommittee will review the RFPs submitted.
Logo $375.00
from LS+Team - two initial concepts and one round of revisions; to represent anything
sponsored by the Council. The Council will approve the logo once it is developed.
Call for Entries/Marketing $250.00
RFPs for Arts & Culture projects While the Council will not host arts and crafts/special
events, we will promote, encourage, support and help facilitate such events. The Council
will solicit artists to come forward with an artistic or cultural project and will determine
specific criteria for submitting the projects.
Arts Buzz Website $420.00
a dynamic repository for everything Arts & Culture-related in Niles
Support for Existing Events $1,000.00
Taste of Sister Cities, Holly Jolly, etc.
Snow Plow Project $500.00
artwork on snow plows to be handled by Public Works Fred Braun is in charge of this
project. The Council will furnish the necessary supplies.
Support for Approved Arts and Culture Activities $1,000.00
displays of art created by local artists
Call to Artists Event $1,000.00
gathering of local artists to share and plan
Administrative Expenses $655.00
meeting supplies, printing
TOTAL $35,200.00
b. Discussion of Specific Criteria for Submitting Projects
The Council must develop specific guidelines for artists submitting proposals for specific
projects. Project proposals should include:
a detailed description of the project
a budget, timeline, concept drawings, resources
supporting documentation to show that the project is feasible

a statement of how the project fits into the mission of the Arts and Culture program
a statement of how the project benefits the people of Niles
Other considerations include:
The event/display must be open to the public, free or extremely affordable, and
easily accessible.
The artist does not have to be from Niles, but the event/display must be in Niles.
The Council must determine how submissions will be judged – perhaps assigning
point values to each question.
Boundaries must be set to ensure entries are not offensive.
The Council must determine what happens to the piece of art (who maintains it,
final disposition, etc.) after the event is over.
Staff will work on the language of the project criteria for the next meeting.
IV. Open Discussion
Donors should be publicly recognized/acknowledged for their contribution to the Council as
an “Arts and Culture Ambassador.”
The Assistant Village Manager is working on securing a grant for artwork that will be placed
in gardens.
Public space that may be available for public art: the triangle on Milwaukee Avenue by the
former Celli’s Restaurant; the water fountain at Touhy and Milwaukee; Marcheschi Park on
Milwaukee at Imlay.
The Historical Museum and Cultural Center can be considered the home of arts and culture.
V. Public Comment
It was suggested that the representative from each organization on the Council give a report
each month on the activities and/or needs of their organization regarding arts and culture in
Niles. The opportunity to report will be added to the agenda.
VI. Next Meeting – Agenda Items and Date
The next meeting will be held on Monday, February 8, 2016 at 5:00 p.m. at the Niles
Historical & Cultural Center.
VII. Adjournment
There being no further business to come before the Council, Debi Gajewski made a motion,
seconded by Steve Vinezeano, to adjourn the meeting. The meeting adjourned at 6:09 p.m.
