I. Call to Order
Chair Lindsay Brubaker called the meeting of the Public Arts & Culture Advisory Council to order
at 5:10 p.m. on Monday, April 16, 2018 at the Niles Administration Building, Room 218, 1000
Civic Center Drive.
II. Approval of Meeting Summary
There were no minutes presented. Both minutes from the March meeting and April meeting
will be submitted at the May 14th meeting.
III. Organization Representative Reports
Niles Park District – Lindsay Brubaker reported that they have finished their Easter events and
are now looking forward to spring and summer athletic events once the weather cooperates.
Kathleen Gallegos of the Art Station Studio had two adult BYOB art events coming up and this
Friday a glow in the dark art for kids. BIG TV is coming in to film and may put the studio on
their show on Apple TV.

Carol Luc – The building her art studio is in (Howard Commons) was purchased, and they did not renew
her lease. She has 30 days to vacate her studio. She may be relocating to a space in Rogers Park.
Kathleen offered her studio for temporary use.
School District 63 – Janet Bishop reported that they are hoping to start construction on the addition at
Gemini Junior High in July. She will plan a ground breaking once a date is confirmed.
Kim Wasilewski stated that he promoted the Art Stop Bench Application and posted to Event Brite.
Janet then noted that she posted to social media and the art department. Carol sent to Greenleaf Art
Studios and her students.
A few people have asked if artist can submit more than one design. Katie Schneider clarified that yes
artist can submit multiple designs but each design should have an application form. Katie thanked
Carol for creating the bench graphic for the application. Lindsey commented that the application
looked very professional.
Janet reported for Maine School District 207 (Ed was absent) that the Maine Fine Arts Department and
Gemini Jazz Band hosted a fundraiser dinner at Maine East to raise money for both bands.
IV. Old Business
a. “Call to Artists” Event
The council discussed the event (March 21) and offered feedback. All seemed to agree that it was
a great event and exceeded our attendance expectations with 80 people. The energy was very
high, fun and encouraging. Debi collected the participant forms and Katie complied the data into
a spreadsheet. We had 54 forms returned (both artist and community supporters). Two thirds of
the people checked yes to being part of an Art Guild. Katie asked that council members also
complete the form. Moving forward, anyone interested in the Arts and Culture Council activities
should complete a form and we will add to our email blasts. The council will use the email
database to promote our programs and events (Holly Jolly, Twinkle Lights and Recycled Art
Program). Kim asked how much the event cost us and Katie approximated it was $500 for food at
Amici’s Restaurant. Many were very interested in hearing about the Pulse line, economic
development initiatives and the presentation from the Mayor.
Katie Schneider reported that she used the newly created database to email artists about the Art
Stop bench program and that applications were now being accepted.
b. Art Stop
The application was presented with an April 30th deadline. Promotional materials were emailed
to the council earlier that day and everyone was asked to promote. The council agreed to have a
sub-committee to review and select the designs. Artists that submit an application cannot be on
the sub-committee. Chair Lindsey Brukbaker appointed a sub-committee with herself, Kim
Wasilewski, Steve Vinezeano and Janet Bishop. Katie Schneider will serve as village staff on it and
will send out an email to coordinate a date and time. The council also agreed that all submitted
applications will be available for the public to see.

The council agreed that if we do not get enough submissions we would use the benches to
promote our program and our council. We would only approve designs that the sub-committee
deemed appropriate and with public appeal even if that means some benches are not painted.
Katie will collect and email all the designs on Tuesday, May 1st and then the sub-committee
would meet later that week to discuss and determine the 18 designs. Artists that are chosen can
then pick up materials on May 7th and still have four weeks to complete and deliver back to public
works by the beginning of June. Katie explained that we are using MDF that is 2’ x 7’ and new.
These are soft deadlines so people will have more time if needed. Kathleen Gallegos confirmed
that artist will be responsible for putting a varnish on.
V. New Business
a. Art Project Grant
An application was presented to the council from the Trifecta Dance Collection. The council
discussed and determined that the application was incomplete. It did not include a list of
expected expenses and the relevance to Niles was unclear. The council also agreed to add a
sentence to the project application that the project must benefit the Niles community.
b. Recycled Art Program
The council agreed that we need a sub-committee to run the Recycled Art Program. Debi
had volunteered to run a committee in a previous meeting. Kathleen Gallegos and Kim
Wasilewski volunteered to be on it. Lindsey Brubaker, chair of the council, appointed a sub-
committee for the Recycled Art Program. The council agreed that you do not have to be on
the council to be on a sub-committee.
c. Niles Art Guild
Lindsey asked if anyone wanted to run or chair the Art Guild. It should be someone who is
on the council and could regularly report on Art Guild activities and updates. We were not
sure if Debi Gajewski wanted to, so Kathleen said she would talk to Debi and see.
VI. Open Discussion
There were no discussions.
VII. Public Comment
There were no comments from the public.
VIII. Next Meeting
The next meeting will be held on Monday, May 14, 2018 at 5:00 p.m. at the Village Hall
Conference Room 218.
IX. Adjournment
Janet Spector Bishop made a motion, seconded by Carol Luc, to adjourn the meeting. The
meeting adjourned at 5:55 p.m.
