PUBLIC SAFETY COMMITTEE MEETING SUMMARY Thursday March 3, 2016 Fire Station 2 – Room # 117, 8360 W. Dempster St Members Present: Dean Strzelecki - Chair, Police Chief Dennis Mc Enerney, Fire Chief Steve Borkowski. Citizen Anthony Fidanza Members Absent: None Meeting began at 9:03 A.M. APPROVAL OF MINUTES Chairman Strzelecki asked for a motion to approve October 21, 2015 meeting minutes. Motion made by Chief Mc Enerney to accept meeting minutes. Second by Chief Borkowski. Minutes accepted unanimously. NEW BUSINESS 1. Police Crime Lab Chief Mc Enerney discussed using the Northeastern Illinois Regional Crime Laboratory (NIRCL) instead of the Illinois State Police crime lab due to the lengthy turn-a-round time of evidence at the state lab. Chief Mc Enerney stated that lab results aren’t being received for three years and sometimes longer. The average turn- a-round time for NIRCL is three to six months, quicker in priority cases. The cost for NIRCL is a flat fee of $42,000 (Based on population). After some further discussion a motion was made. Motion made by Anthony Fidanza to recommend Chief Mc Enerney’s budget proposal of $42,000 to use the NIRCL. Second by Chief Borkowski. Recommendation passed unanimously. 2. Ambulance Fees Chief Borkowski discussed the EMS mutual aid agreements in place with Skokie, Morton Grove and the North Maine fire departments that allow a mutual aid ambulance that transports a Niles resident in Niles to the hospital, for billing purposes, to be treated as a resident. Without these agreements in place, if a mutual aid ambulance were to come to Niles and transport a Niles resident from their home to the hospital that resident would have to be billed as a non-resident by the mutual aid town. The agreements stipulate that each town in the agreement must have the same EMS fee schedule. Borkowski discussed that the fee schedule provided for in these agreements has not been revised since 2009. At this time the towns would like to adjust the EMS fees and they must do so in concert with each other. The North Maine agreement is separate from the Skokie/Morton Grove agreement and will be addressed at the April Board meeting. The revised fees and agreements would start on May 1, 2016. After some further discussion a motion was made. Motion made by Chief Mc Enerney to recommend to board for approval of the new EMS fee schedule along with the new agreements with Morton Grove and Skokie that indicate these new fees. Second by Anthony Fidanza. The motion passed unanimously. 3. False Alarm Elevator Fee Chief Borkowski discussed the number of false or non-bona fide elevator alarms the fire department experienced in 2015. There were 178 false elevator alarms in 2015. A false alarm is considered when an alarm is sent to the fire department and they respond and find no one in the elevator. Borkowski indicated he would like to treat these non-bona fide alarms the same as the non-bona fide fire alarms are treated. First two: no charge, 3-5: $100 and 6 or more: $200. The goal here is to have the elevators in good working condition for the safety of the users. Motion made by Chief Mc Enerney to recommend to the the board that a non- bona fide elevator alarm fee be instituted. Second by Anthony Fidanza. Motion passed unanimously.
