Meeting began at 8:43 A.M.
APPROVAL OF MINUTES
Chairman Strzelecki asked for a motion to approve March 23, 2016 meeting minutes.
Motion made by Chief Mc Enerney to accept meeting minutes.
Second by Chief Borkowski. Minutes accepted unanimously.

None
NEW BUSINESS
1. Police Starcom radio contract.
Chief Mc Enerney discussed the fact that the FCC is requiring U.S. police
departments to move off their current frequencies by 2021 making their current
(20 years old) radios obsolete. The federal government is doing this so that they
may auction off these UHF frequencies to private entities in order to increase
revenue to the Treasury. Police are dispatched by Glenview dispatch and
Glenview has already moved to the 800 megahertz frequency radio system called
Starcom. Niles and Morton Grove police currently share a frequency and the
Morton Grove Village Board recently approved purchasing the new Starcom
radios for their department.
There was a discussion on the number of radios to be purchased. The radios, all
portables, are about $4,000 each which is a 37% discount from their regular price
which is the offer being made by the manufacturer, Motorola for a limited time.
Chairman Strzelecki asked for a motion to proceed with a contract to purchase 90 Starcom
radios from Motorola.
Motion made by Chief Borkowski,
Second by Anthony Fidanza. Motion passed.
2. Police dispaqtch contract with Glenview Dispatch.
Chief Mc Enerney discussed the dispatch contract renewal with Glenview
Dispatch. The old contract is expiring at the end of 2017. Niles and Morton Grove
sat down with Brent from Glenview Dispatch and renegotiated a new contract.
The new contract stipulates an increase cap of 3% compared to the current 7%
cap. Over the life of the new contract, compared to the terms of the current
contract, the village will be saving over $1,000,000.
Chairman Strzelecki asked for a motion to approve a five year extension with Glenview
Dispatch.
Motion made by Anthony Fidanza
Second by Chief Borkowski. Motion passed.
Other Business
Chief Mc Enerney discussed that he was asked to investigate the issue of increasing
police fines. The police obtained information from the Northwest Municipal Conference
that showed that Niles was one of the communities with the highest fine charges. The
issue was tabled at this time.
