Victorine Public Services Committee Meeting Summary April 18, 2017 5:00 p.m. Public Services Department Second Floor Training Room 6849 Touhy Avenue Niles, IL 60714 I. Call to Order: Chair Matyas called the meeting to order at 5:01 p.m. Chair Matyas, Committee Member Balzano, Committee Member Anderson and Committee Member Braun were present. II. Approval of Minutes: Meeting summaries from September 7, 2016 and January 17, 2017 were approved. III. Old Business: A. Continued Discussion/Final Recommendation Regarding Graffiti Ordinance – This item was continued from the January 17 meeting, with a review of the existing language in the Village Code and proposed ordinance to allow the Village to charge for the cost of removing graffiti on behalf of the private property owner. While there is already language that allows for the Village to be reimbursed, it has not been the Village’s practice. The language indicates that the Village “may” seek reimbursement for the costs incurred by Public Services. Revised language was reviewed and the Committee voted unanimously to recommend the language be presented for Village Board approval at a future meeting. IV. New Business: A. Proposed Ordinance Language for Alley Maintenance – Public Services Staff has had numerous discussions on the subject of right of way maintenance. Everyone agrees on the intent of the ordinance, but feels the language should be tweaked to reflect the intent. The current ordinance places responsibility on the adjacent property owner for areas in front of and on the side of the property, but does not address these areas in the rear of a property. Update on Performance Measures Tracking System - The new performance measures system was required when the planned service provider – ICMA – ended its performance measures program. The new system, through Covalent, should prove to be more efficient and effective with a greater number of measures to be tracked and multiple ways to present information and develop performance targets. All members of the committee liked the measures shown for the Public Services Department V. Public Comment: There were no public comments. VI. Adjournment: The meeting adjourned at 5:50 p.m. with any future meeting to be scheduled at the call of the Chair.
