STORMWATER COMMISSION
KICKOFF - MEETING SUMMARY
Tuesday, June 15, 2010 at 8:30 a.m.
The following persons were present: Commission Chair Joe Lo Verde, Andrew Vitale,
Chuck Ostman, Richard Wlodarski, Scott Jochim, Mousa Nazzal, Steven Vinezeano, and
Mayor Callero. Also in attendance was Jeff Wickenkamp, Patrick Lach, and Intern Randy
McCollum of Hey and Associates, Inc. A resident “Fred” who lives at the corner of
Kedzie and Olcott was in the audience.
I. Introduction. An agenda and timeline was provided by Hey. Staff provided a
Stormwater Commission Contact List with cell phone numbers. Vinezeano opened the
meeting by asking all in the room to introduce themselves and their give their
positions.
II. Project Goals, Project Tasks, and Timeline. Hey and Associates provided a
summary of the stormwater project goals, tasks to be preformed, and reviewed the
timeline handout. Hey stated that by October they will have field data collected for
detailed modeling of the key areas. This will allow them to identify potential solutions
and quantify them for the Commission to review. By November, there will be a
significant amount of work completed to share findings with the public and then the
Board of Trustees. The goal will be to have problems diagnosed and alternative
solutions quantified.
III. Project Approach. Hey and Associates provided a brief description of their
project approach. After review of all available data from the Village, they will
conduct sewer system analysis and modeling, then develop a prioritized capital
improvement program, then work on the stormwater master plan to be presented to the
public and Board of Trustees. Areas to be tackled first will be decided by the
Commission.
IV. Review of Priority Sewer Modeling Areas. There are six areas that have been
identified by the Commission that cover the majority of stormwater issues within
Niles. Each was outlined by Hey on the screens (hard copies too) and then they asked
specific questions to ensure all was covered.
V. Discussion of Proposed Field Work. Hey stated that there will be 200 to 400
inverts to collect depending on what is out there. Engineering asked if there was a
problem with not taking exact measurements of inverts and Hey stated that the
difference is so insignificant that it will not make a difference on the modeling.
Within a week, the Hey Intern will begin working in the field. The Village will
provide, as part of the agreement, with the proper number of personnel for safety and
access to the sewer systems. Vinezeano is to prepare a news release for the public.
VI. Historical Studies and Recommendations. Hey requested any and all studies
that may exist from past and future projects to ensure that they take all issues under
consideration when developing their plans. There were discussions about the berms
installed on or near Dempster. Hey requested copies of videos and data from televised
sewer work. Future plans at Maryhill to be shared with Hey.
VII. Open Discussion. Scott Jochim was requested to give an update on Maryhill,
which he provided. Resident “Fred” was asked about his specific issue or question
and left the meeting happy with the answers provided. Engineering will be meeting
with him at his home to take a closer look.
VIII. The meeting adjourned. The next meeting will be set after staff has an
opportunity to develop the next agenda based on outstanding issues.
