Stormwater Commission Meeting Summary Tuesday April 21, 2015 Members Present: Chair Joe LoVerde, Fred Kudert, Steven Vinezeano, Chuck Ostman, Rich Wlodarski, Andrew Vitale, Mousa Nazzal, Mary Anderson. Member Absent: Robert Callero. Others present: Jeff Wickenkamp from Hey & Associates, resident Louella Preston, resident Marcin Groholo. The Stormwater Commission meeting convened at 8:30 a.m. in the Second Floor EOC Conference Room at Village Hall. January 20 Meeting Summary: The Meeting Summary for January 20, 2015 was approved as submitted. Old Business: The following topics were presented and discussed. Cleveland Corridor Project Bid Update: The Cleveland Corridor Sewer Improvement project is currently out to bid. Staff reported that 15 contractors have picked up bid packages so far. The bid opening is scheduled for May 8, 2015 with Board approval slated for May 26. Close-Out Activity for OLR/Maryhill: Copenhaver is beginning work on the punch list items identified during the project final walk-through last December. The two projects at Maryhill and Our Lady of Ransom came in well under budget. Close out activity should be finished this spring. CY2015 Construction Projects: The Village will begin construction of the Oak Park bio-swale project and small stormwater projects identified by Hey & Associates as part of the Village Stormwater Master Plan. The Oak Park Bio-Swale will receive $10,000 in grant funding from the Royal Bank of Canada Blue Water Project. The following projects were discussed at the January 2015 Commission meeting and there was consensus to instruct staff to incorporate these in the FY16 budget. The 3 projects are: 1. Oconto & Mulford Area – Construct larger sewer from depressional area to speed the drawdown of flood conditions (reduce duration of flooding in this area). 2. 8000 Block of Churchill –installation of 24” overflow pipe from Ballard/Washington to flow south and connect to existing storm system. Reduces the duration of flooding dramatically without leading to additional downstream flooding. 3. Milwaukee/Kedzie/Ottawa – installation of 170 feet of new sewer pipe to serve as a cross-connection with a Milwaukee Avenue sewer when there is capacity in that system, along with back-flow prevention to keep water from flowing back into the neighborhood system. Prior to the meeting, residents of the area around Oconto at Mulford sent in a petition to request that the Oconto small project not be completed. Rather they requested that the Village hire another engineer to investigate options for their neighborhood. There was also discussion of concerns that other homes in the neighborhood, besides the two properties previously identified, are flooding inside the home, which may have prompted the request to have another engineer review the situation. There was discussion which followed, and it was determined that these properties may be flooding for different reasons. The Commission discussed the merits of the neighborhood request and instead directed Staff to employ Gewalt Hamilton to conduct a peer review of the project proposed by Hey & Associates, rather than reinvestigate the area again. Public Services staff also updated the Commission on other in-house projects including installation of a catch basin at 8607 National. Flood Control Assistance Program: The status of the Flood Control Assistance Program was presented. There is $360,000 included in the FY16 budget for residents investigating flood solutions on their own property with Village assistance. Community Development will be following up with projects in process and additional requests to be evaluated. Proposed Sanitary Lateral Ordinance: The Commission also discussed a proposed program for repair of private sanitary laterals. The proposal is to require the property owner to investigate the condition of the sanitary lateral and to perform repairs at the time the home is planning to be placed up for sale. The Commission discussed the need for the lateral to be maintained by the homeowner, and the pros and cons of the proposed approach. While there was general agreement of the need for the lateral to be maintained in good condition, there was some concern that the project could hold up the sale of properties and have unintended consequences. The Commission recommended some revisions to the proposed program, including allowing for agreement of the evaluation of the lateral and any required repairs to become the responsibility of the buyer, if the seller and buyer have a mutual agreement. This would have to be accomplished within 90 days of the transfer or face administrative penalties from the Village. The Board of Trustees is scheduled to hear about a proposed program at the May Board meeting. Public Comment: Resident Marcin Groholo noted that residents of the 8700 block of Merrill continue to be concerned about flooding in their area and want the Village to address the concerns. New Business: There was no new business raised at the meeting. The date of the next meeting will be determined at the call of the Chairman. The meeting was adjourned at 10:45 a.m.
