STORMWATER COMMISSION
MEETING SUMMARY
June 2, 2015
The following were in attendance:
Stormwater Commission Members – Chair Joseph Lo Verde, Resident Robert
Callero, Resident Fred Kudert, Steven Vinezeano, Mary Anderson, Andrew Vitale,
Chuck Ostman, Rich Wlodarski
Others Present – Mayor Andrew Przybylo, Jack Grana, Tom Powers, Dan
Randolph, Jeff Wickenkamp, Steven Yasell, John Preston
The meeting was called to order at 8:00 a.m.in Council Chambers at Village Hall.
Approval of Meeting Summary of April 21, 2015 - The Meeting Summary was
approved unanimously.
Chair Lo Verde asked to move Item # 4, Executive Session to the front of the
agenda. It was moved and seconded and the agenda revised.
Executive Session - The Stormwater Commission moved into Executive Session to
discuss a potential land acquisition at 8:05 a.m. The Executive Session adjourned
and the general public was invited back into the meeting.
Old Business –
a. Cleveland Project Update – Mary Anderson noted that the Bid Award was
approved by the Board at the May meeting to Di Meo Bros., Inc., pending
the approval
b. Small Projects Update – Mary Anderson provided an update regarding the
final design for the Small Projects for Churchill, and Kedzie areas. That is
occurring this summer for the projects to be constructed in this fiscal year.
The Oconto/Mulford Small Project is the subject of an Engineer Peer
Review that will be provided to the Commission and scheduled for a future
meeting so that residents of the area can be notified to attend.
c. Cost Share Program Update
d. OLR/Maryhill Performance – Jeff Wickenkamp updated the Commission on
performance of various Village Stormwater Facilities during a heavy rain
event that occurred on May 8. The storm that afternoon was short and
intense – about 1.75” of rain in 45 minutes. The Maryhill and Our Lady of
Ransom basins functioned effectively during the event, as did the Bio-Swale
and Community Rain Garden facilities near Touhy Avenue. Jeff also
discussed flooding noted during this storm event at other locations that will
be locations for future stormwater projects, including Oconto and Mulford,
Octavia near the Mulford/ Oconto and to other locations in the Village. The
storm was so intense that there were times that the water was moving so fast
that it completely by-passed the storm sewers.
e. Status of Other Projects – Jack Grana provided an update on various in-
house projects that are underway. A project for restrictors on Greenwood
Avenue at Sunset will be completed after Village Staff complete some
modifications to the existing storm pipe. A catch basin installed at 8607
National performed well during the May 8 storm event. A second catch
basin will be installed in the same area. Chair Lo Verde noted that after a
meeting with resident Steve Yasell on a number of concerns with the alley
and possible storm sewer in the alley. He stated that the storm sewer in the
alley behind Odell was filled with debris and that Public Services needs to
incorporate that into the cleaning cycle. There was also a brief discussion of
how public information will be provided to residents before and during the
Cleveland Corridor Sewer Improvements project. Jeff Wickenkamp noted
that Hey & Associates completed 5 days of smoke testing for the Village in
late April and provided a report to the Village. Additionally, the MWRD
now requires smoke testing and reports as part of the updated Stormwater
Ordinance for the future.
New Business -
a. Tier II Projects – The planning discussion was postponed until the next
meeting. Manager Vinezeano stated that the Village has limited
resources and for the Tier 2 discussion that funding sources must be
considered.
Chair Lo Verde requested that Public Comments be added to future Commission
Agendas.
Public Comments –
Steven Yasell – Mr. Yasell stated concerns on the delay of discussion on the Tier 2
projects, issues are discussed too quickly, concerns about cancelled meetings in the
last few months and other concerns.
John Preston – Mr. Preston asked about whether the Village has a program to
maintain and clear catch basins and sewer lines of debris. He was informed that
the Village does perform periodic maintenance on basins. The Village responds to
specific requests and does have a routine cycle and that Staff is working to
improve further.
