Stormwater Commission Meeting Summary Thursday, January 7, 2016 Members Present: Chair Joe LoVerde, Fred Kudert, Steven Vinezeano, Chuck Ostman, Rich Wlodarski, Andrew Vitale, Thomas Powers, Mary Anderson, Robert Callero. Others present: Jeff Wickenkamp from Hey & Associates, Jack Grana Utilities Superintendent, Joseph Annunzio Village Attorney, Dan Randolph Civil Engineer III, Louella Preston, resident The Stormwater Commission meeting convened at 8:30 a.m. in the Council Chambers Conference Room at Village Hall. July 9 Meeting Summary: The Meeting Summary for July 9, 2015 was not ready for approval. Old Business: The following topics were presented and discussed. Cleveland Corridor Project Bid Update: The Village Attorney(Joseph Annunzio) provided an update as to the legal status. The Judge will be providing his final decision tomorrow. Chair LoVerde asked as whether the contractor had been contacted regarding their position outside of the courts. Mr. Annunzio stated that the contractor Dimeo would not drop the case short of the Village rebidding the project. After the decision tomorrow, if the contractor loses he has 30 days to appeal which would be a 6-8month process. Chair Lo Verde asked as whether the third bidder would be asking for additional compensation from a delay due to the legal proceedings. Commissioner Anderson indicated the contractor has been involved throughout, has provided previous bid price extensions, and really wants to do the work. Further formal extension of his bid has been on hold pending the case outcome. CY2015 Construction Projects: An attachment was provided that detailed the 2015 projects. It was noted that the MaryHill and OLR project received an award from the Illinois Section of the American Society of Civil Engineers. The following summary was provided: Calendar 2015 Stormwater Projects In Design/Completed: $100,000 annual sewer lining project – approximately 2,700 linear feet of 8” to 18” diameter pipe lined during calendar 2015. 135,800 feet of sewer pipe cleaned and televised in various neighborhoods in town 2 new catch basins installed on National in the Chesterfield area Cleveland Corridor Sewer Improvements Project final design, permitting and bidding completed. Construction project has been tentatively awarded, but project is tied up in litigation. Completed final close-out of contracts for Maryhill and Our Lady of Ransom detention basins. The projects closed out approximately $700,000 under budget. Design of Oak Park bio-swale and permeable paver project being completed for 2016 construction. A meeting is scheduled with the MWRD to request funding assistance. Peer Engineer Review of Hey & Associates proposed improvement to the Oconto/Mulford intersection Design of 2 small stormwater projects in the 8000 block of Churchill and the intersection of Milwaukee/Kedzie/Ottawa for construction sometime during 2016 Conceptual evaluation and subsequent purchase of 9101 Greenwood for future stormwater detention as identified in Tier 2 project areas Flood Control Assistance Program: The status of the Flood Control Assistance Program was presented. After discussion it was decided that $100,000 would be budgeted for the next fiscal year. It was also discussed that it is difficult to budget for a typical year however that if there is a big rain event the budget would have to be revisited by the Board. Public Comment: None New Business: MWRD Inflow/Infiltration Program Information Dan Randolph provided a summary of the MWRD Inflow/Infiltration control program (IICP) that is a newly required program. The key elements that remain to be completed include establishing a rehabilitation and capital improvement program, private sector program, and developing a long term Operation and Maintenance program. Initial investigation indicate 100 homes were identified to have defects within the initial 10% testing of our system. Chairman LoVerde asked that downspout disconnection be handled as a standard inspection item when the Village is reviewing a property for other building issues. A concern was raised regarding the correction of foundation drains connected to the sanitary sewer. It was clarified that the requirement for the IICP program applies to the separate sewer area which is approximately 50% of the town. It was also stated how the Village being a leader in this program will provide long term benefits to the Village in terms of obtaining funding from the MWRD and the reduction of basement flooding. There was discussion about whether sewer separation projects would be appropriate to separate foundation drains. Public Services felt it would be more likely that the issue would be handled on a case by case basis, and would involve sump pump retrofits. Right now the MWRD is only requiring the low cost repairs such as downspout disconnection and cleanout caps. Commissioner Anderson recommended a staff level subcommittee to help develop the program. Alternatives for Purchase of Flood Prone Properties in Niles Three properties (8401 western, 7746 Oconto, 7740 Oconto) were submitted to the MWRD and found to be not eligible for their acquisition program. The properties will now be submitted to Cook County. The properties were previously submitted to FEMA and did not meet the damage requirements for benefit/cost ratio. FY2016/17 Proposed CIP Projects for Stormwater A list of projects was provided. Review of Stormwater Master Plan and Consideration of Tier 2 and Small The current stormwater relief program is four years old. Potential upcoming projects include incomplete/tabled Tier1 projects, Tier 2 projects, and the small projects. There is a need to develop a 5-year capital plan to assist with budgeting and reprioritization of projects. A presentation was provided by Hey and Associates on how to implement a Master plan update. Stormwater Projects Priorities Stormwater project priorities were discussed and the need to reprioritize the projects based on work to date and feasibility. The benefit to having a shovel ready project was discussed. The commission agreed that having shovel ready projects would assist with obtaining grants and potentially more fully utilizing the TARP system when McCook Reservoir comes on line. Prospect Street Flooding Concerns Community Development was performing a routine inspection and the neighbors around Prospect Court behind the bank on Oakton mentioned that they had persistent street flooding. Village records indicate one (1) street flooding complaint since 2007. Older Village records indicate flooding during the large storm in 1987. Follow up indicated that the pictures were from the large summer storm in 2013. The location would be potentially reviewed to see if there were any simple tweaks that could be made and the intensity of the storms that caused flooding would be investigated. New business The Village Manager discussed the National League of Cities service line warranty program and the benefits it could provide to residents. It was agreed that the National League of Cities would attend the next stormwater meeting to provide a presentation The committee reiterated that stormwater budget should include analysis of Oakton/Dobson and other areas. A shovel project should be prepared in the next fiscal year. The master plan update would also be budgeted. Public Comment: Louella Preston stated that the Village historically has had shovel ready projects. She also requested an annual written update to the stormwater plan. The date of the next meeting will be determined at the call of the Chairman. The meeting was adjourned at 10:25 a.m.
