Stormwater Commission Meeting Summary Thursday May 31, 2018 Members Present: Fred Kudert, Steven Vinezeano, Rich Wlodarski, Thomas Powers, Andrew Vitale, Joseph LoVerde, Rovert Callero, Fred Braun, and Chuck Ostman. Others Present: Jeff Martynowicz, Finance Director The Stormwater Commission meeting convened at 8:00 a.m. in the Council Chambers at Village Hall. October 31st Meeting Summary: The Meeting Summary for the October 31st , 2017 meeting was approved. Old Business: The following topics were presented and discussed. Recent Storm Events Public Services Director, Fred Braun reported that historic flooding Tier 1 did not report flooding. The areas at Milwaukee/Maryland and the Golden Forties did experience flooding. The Village received many calls for service, many of which were addressed quickly. New Business: The following topics were presented and discussed MWRD Stormwater Phase II - Notice of Project selection and Negotiation The Village applied for MWRD Phase II funds which are available to help local communities with flooding. The MWRD selected the Greenwood/Church stormwater basin project as result of that application. A negotiation process will soon begin with the MWRD. The project is eligible for up to $2 million in construction funding. A logical next step would be to apply for IEPA low interest loans and prepare the associated project plan. The project plan will need to address financing and project benefits. The Village will need to hire a consulting engineer to prepare the project plan. The Village Manager clarified that the $8.8 million construction cost estimated for the stormwater portion of the project accounts for approximately half of the volume being stored underground. He was also confident that the design process with the Park District would be successful. Discussion with Hey indicated that the stormwater project could move ahead in phases ahead of the park project if necessary. The finance director indicated that IEPA low interest loans paid from the water fund make the most sense for project financing. The time line for the project would be determined as part of the negotiation process with the MWRD. The application indicated that the design would be completed by the Spring of 2019 with groundbreaking to happen in Fall 2019. It is more likely that construction would start in Spring of 2020. Stormwater Design Next Steps The Village Engineer proposed that the Commission move forward to hire an engineer to prepare plans and IEPA project plan. The FY 19 budget includes a line item for general preliminary engineering which could be utilized to fund the effort. A discussion was held on the intricacies of parallel park and stormwater design. The Park District likely will not be able to allocate funds until next fiscal year. The Village Engineer indicated that a large portion of the project could be designed without the park details being known. The upstream sewer and gravity design will be fixed regardless of the park design. The storage component is the unknown, at some point the park design will progress to where the shape of the storage will become more clear. Chair LoVerde cautioned that we should not proceed with too much engineering design without knowing the park design. The Commission decided to proceed with enough engineering to satisfy the IEPA project plan requirement. The upstream sewer could be designed in more detail but the storage component should be treated as a placeholder and a detailed design avoided at this point. The Commission decided to continue the professional relationship with Hey and Associates due to the amount of institutional knowledge they possess. Hey has performed satisfactorily with no significant issues to date. The value of their institutional knowledge is hard to value. Village staff was directed to negotiate a project stormwater design scope with Hey and return to the commission for review of the proposal. An RFP process would not be pursued. Green Infrastructure – Philadelphia Article Chair LoVerde shared some information presented by Mike Shields. He requested that the information gets shared with the commission. There was a discussion of the Village requirement for green infrastructure. The Village follows the MWRD ordinance with respect to capturing 1” of impervious runoff for projects of a certain size. The intent of green infrastructure is to capture smaller storms and keep them from running off, the MWRD ordinance achieves that goal. The Chair asked if the Village should consider a green infrastructure at a lower threshold. Staff would prepare some recommendation on how to proceed with green infrastructure at a later date. Commissioner Kudert mentioned that it is important to clarify what green infrastructure can and cannot do. Commissioner Powers concurred that green infrastructure is a useful complementary strategy but large scale conveyance and storage will still be needed to continue to solve major flooding issues. Chair LoVerde felt that there is also value in stormwater reuse that should be considered as well. 9101 Greenwood Demolition The bids were opened yesterday and the bid tabs were available. Bid tabs were presented to the commissioners for their review. The project bids are over budget if the foundation is backfilled as part of the demolition. Public Services is looking into the MGNWC contract and other possible area projects to reduce the backfill cost. One of the challenges involves completing the backfill compaction and moving the material in stages. The Village does not own equipment necessary to complete major earthwork operations. The demolition would take place sometime this fall after summer festival season. Next Meeting Date The date of the next meeting will be later in the summer when a proposal is available for review. The meeting was adjourned at 8:43am.
