PUBLIC COMMENTS This is the time when persons wishing to address the presiding governmental body regarding the Consent Calendar or other items within the subject matter jurisdiction of the legislative body, but not separately agendized, may be heard. Please submit a speaker card to the Meeting Clerk. Please limit comments to three minutes or less. The Ralph M. Brown Act limits the governmental body’s ability to respond to comments on non-agendized matters at the time such comments are made. The governmental body shall not discuss or act relative to any public comments on non- agendized matters. 2. DISCUSSION / ACTION ITEM(S) Bill Wilkman presented the presentation regarding the Proposed Demolition and Reconstruction of Building 509 Special Meeting Regarding the Proposed Demolition and Reconstruction of Building 509 on the Navy part of the Norconian Property Discussion summary- The discussion addressed general topics related to the proposed new building, including its size and mass in relation to the historic campus, architectural elements that differ from existing structures, and various design features such as glazing placement and window locations. Additional points included considerations regarding changes to the floor level, the idea of reusing the current building shell with interior modifications, broader matters involving structural and environmental needs, and the possibility of situating a new facility elsewhere on the base. M/S TAVALLODI/HEASLEY to request that City Council recommend that the Navy: 1. Redraw the undertaking plans to contain all aspects of the proposed use of Building 509 to the interior of the existing building. 2. Return the revised undertaking to the Historic Preservation and Agricultural Heritage Commission for its review and comments. 3. Forward the Commission’s concerns along with its minutes to the City Council for consideration at a future meeting. SUBCOMMITTEE REPORT(S) Commissioner Heasley also reported on attending a historic preservation conference in Riverside, highlighting topics such as adaptive reuse, case studies from the Presidio in San Francisco, the Mills Act (which Norco does not currently use), and sustainability considerations when reusing older structures. 6. To: Honorable Chair and Commission Members From: Lisette Free, City Manager Prepared By: Bill Wilkman, Consultant Department: Administration SUBJECT: Appointment of Representative to Attend Navy Stakeholder Meetings RECOMMENDATION: Appoint one Commissioner to attend the Quarterly Navy Stakeholders Meetings. SUMMARY: It would be beneficial to have a member of the Historic Preservation and Agricultural Heritage Commission (HPAHC) attend the Navy Stakeholder meetings to provide early input on proposed projects affecting the Norconian property. BACKGROUND: Several years ago, the HPAHC designated one Commissioner to attend the Navy’s quarterly Stakeholders meetings. This practice was discontinued by the Commission due to a lack of interest in sending a representative to these meetings. Recently, the Navy expressed concern that it was not receiving early feedback on proposed projects for the Norconian property. Having a Commissioner present at Stakeholder meetings would help provide the Navy with the early input it desires. The Navy would be advised that any comments offered by the attending Commissioner are preliminary only, and that final determinations on any project must be made by the full Commission at the time of the relevant public meeting. Stakeholder meetings take place in the months of March, June, September, and December and typically last about an hour. FISCAL IMPACT: This agenda item will not result in a fiscal impact. RELATIONSHIP TO STRATEGIC PLAN: Page 7 of 8 This agenda item is consistent with Strategic Plan Direction No. 5, "Infrastructure and Asset Management."
